      Status & Testimony

RELATING TO THE DRUG AND ALCOHOL TOXICOLOGY TESTING LABORATORY.

Makes an appropriation for the Department of Transportation Highways Division to deposit state highway funds to the drug and alcohol toxicology testing laboratory special fund in fiscal year 2023-2024 and fiscal year 2024-2025; authorizes the Department of Health and/or appropriate a grant-in-aid to the City and County of Honolulu Emergency Services Department to expend funds from the drug and alcohol toxicology testing laboratory special fund in fiscal year 2023-2024 and fiscal year 2024-2025; amends references to the state drug and alcohol toxicology testing laboratory special fund.

RELATING TO THE ELECTRIC BICYCLE AND ELECTRIC MOPED REBATE PROGRAM.

Makes an emergency appropriation into and from a newly established special fund to authorize funds for the Department of Transportation Highways Division's Electric Bicycle and Electric Moped Rebate Program.  Authorizes the Department of Transportation to pay a third-party administrator to administer and pay the rebates to the applicants.

Requires the Department of Transportation Highways Division to implement recommendations made by the Office of the Auditor regarding compliance with federal funding laws and regulations and information technology authentication.

RELATING TO TRUCK BEDS.

Repeals several exemptions from the prohibition on operating a pickup truck with a passenger seated in the bed or load—carrying area, including the exemption that allows passengers over twelve years of age to ride in the bed or load—carrying area.

RELATING TO TRANSPORTATION.

Establishes a Safe Routes for People Implementation Program and Safe Routes for People Implementation Committee to develop strategies and facilitate transportation-related projects that ensure the safety of keiki and kupuna using ground transportation facilities.  Establishes a Safe Routes for People Special Fund.  Allows State Highway Fund moneys to be expended to establish protected walkways.  Increases the minimum amount of State Highway Funds required to be expended by the Department of Transportation on ground transportation projects from two per cent to five per cent.  Appropriates funds.

RELATING TO VEHICLES.

Prohibits a person from causing a diesel or gas-powered vehicle to discharge clearly visible smoke, soot, or other exhaust emissions onto another person or motor vehicle.  Establishes penalties.

RELATING TO MOTOR CARRIER VEHICLE INSPECTIONS.

Allows the Director of Transportation to upgrade the motor carrier vehicle inspections in the State by authorizing changes to the program to be implemented by administrative rules.

RELATING TO MOTOR VEHICLE INSPECTIONS.

Provides that no new vehicle needs a safety inspection until five years after the date the vehicle was first sold, unless the vehicle was modified.  Requires a two-year motor vehicle safety check for vehicles ten years of age or newer, unless the vehicle was modified.  Requires an annual motor vehicle safety check for vehicles older than ten years of age or any vehicle that has been modified.  Doubles the inspection fee for the two-year motor vehicles inspection safety check.
