RELATING TO EMERGENCY PREPAREDNESS. Appropriates funds for repairing warning sirens statewide. Effective 6/30/3000. (HD1)

RELATING TO INCARCERATED INDIVIDUALS. Amends Act 125, Session Laws of Hawaii 2022, to extend the time to expend appropriations for the establishment of a pilot visitation and family resource center at Waiawa correctional facility on Oahu, and makes conforming amendments related to the establishment of the department of corrections and rehabilitation. Appropriates additional funds to implement the pilot visitation and family resource center at Waiawa correctional facility. Effective 6/30/3000. (HD1)

RELATING TO POLICE REPORTS. Allows surviving immediate family members of deceased persons for whom law enforcement initiated an investigation to receive a copy of the closing report prepared by the investigating police department after a specified period of time. Sunsets 6/30/2025. (HD1)

RELATING TO DEATHS WITHIN THE CORRECTIONAL SYSTEM. Expands the scope of reports on correctional facility and community correctional center deaths that are submitted to the governor and legislature. Requires certain reports to be published on the department of corrections and rehabilitation website. Mandates public access to other information reported. (HD2)

RELATING TO MEDICAL RELEASE. Creates a medical release program within the department of public safety for certain ill or impaired inmates who pose a low risk to public safety. Effective 6/30/3000. (HD2)

RELATING TO THE STATE BUILDING CODE COUNCIL. Adds to the state building code council a voting member representing the Hawaii emergency management agency. Effective 6/30/3000. (HD1)

RELATING TO HOMELAND SECURITY. Establishes protections for critical infrastructure information that is received or maintained by the Office of Homeland Security for use regarding the security of critical infrastructure. Effective 6/30/3000. (HD1)

RELATING TO HOMELAND SECURITY. Formally establishes the Hawaii State Fusion Center as a program under the Office of Homeland Security to be transferred to the Department of Law Enforcement on 1/1/2024, and delineates its roles and responsibilities. Effective 6/30/3000. (HD1)

RELATING TO THE HAWAII CORRECTIONAL SYSTEM OVERSIGHT COMMISSION. Extends the term of the oversight coordinator for the Hawaii correctional system oversight commission. Requires the commission to publish a summary of an investigation and any action taken by the commission in response. Authorizes the commission to hold a meeting closed to the public to discuss with the oversight coordinator a complaint investigated when necessary to maintain confidentiality, under certain conditions. Broadens the oversight coordinator's power to make inquiries, obtain information, and inspect the premises of agencies and correctional facilities. Effective 6/30/3000. (HD1)
