RELATING TO THE COUNTIES. Requires that each county agency responsible for enforcing its respective building code be accredited by the International Accreditation Service.

RELATING TO THE COUNTIES. Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property.

RELATING TO ELECTIONS. Specifies that the practice of election fraud intimidation includes, among other actions (1) The carrying of any firearm or weapon and (2) The act of photographing the face of any voter without permission from both the voter and an appropriate election official when such actions occur at or near a voter service center, place of deposit, or polling place.

RELATING TO FIREWORKS. Appropriates funds to the Department of Law Enforcement for the purchase of drones to monitor the use of illegal fireworks.

RELATING TO FIREARMS. Prohibits issuing authorities from issuing permits to acquire the ownership of a firearm to any person where the issuance would not be in the interest of the public health, safety, or welfare because the person is found to be lacking the essential character or temperament necessary to be entrusted with a firearm. Requires issuing authorities to consider the risks associated with firearms in the home and consider the likelihood an applicant would bring the firearm outside of the home to engage in violence or carry unlawfully in public. Increases requirements for applicants seeking a license to carry a firearm. Sets minimum requirements for applications for a license to carry a concealed firearm. Establishes the crime of carrying a firearm in a sensitive location. Defines sensitive location. Requires licenses to carry concealed firearms be revoked if certain conditions are met. Requires the Attorney General to publish an annual report on licenses to carry firearms. Requires firearms be kept in a locked container and out of plain view when in an unattended vehicle. Defines locked container and makes conforming amendments. Establishes penalties for violations.

RELATING TO EMERGENCY MANAGEMENT. Clarifies the scope of the Comprehensive Emergency Management Plan; delineates allowable uses of Major Disaster Fund monies; increases the amount of the additional funds that may be made available for the purpose of matching federal disaster relief fund from $5,000,000 to $10,000,000; shortens the duration of price control periods from 96 hours to 72 hours; defines "Severe Warning"; and clarifies that entities other than the National Weather Service issue warnings that may require the activation of the emergency management system.

RELATING TO CORRECTIONS. Requires the department of public safety to install digital cameras in all guard control rooms at the women's community correctional center and require all guards to wear body cameras while on duty. Appropriates funds.

RELATING TO THE SECURITY OF PUBLIC PLACES. Creates a Public Places Special Fund to fund hiring private security to work with county law enforcement to enforce state or county laws, rules, ordinances, or regulations prohibiting camping, loitering, nuisance, or other violations in public places. Allocates .005 per cent of the transient accommodations tax to the Public Places Special Fund to be allocated to the counties in proportion to the amount of tax collected in each county.

RELATING TO ACTIVE DUTY MILITARY ENTITLEMENTS. Requires the State to pay, without delay, military personnel called to active duty at the same rate as their active duty counterparts; provide basic housing allowance; provide service credit for time on active duty; and allow state and county employees to count the time called to active duty in the State toward retirement.
