SB 1481

      Status & Testimony

RELATING TO FIREWORKS.

Establishes conditions for the importation of fireworks.  Authorizes the county fire departments to inspect warehouses, piers, cargo, baggage, and personal effects of persons arriving in the State to ascertain if they contain any fireworks.  Requires importers of fireworks to file a written statement with the appropriate county fire department.  Allows the county fire departments to take custody and possession of and exercise jurisdiction over illegally imported fireworks.  Prohibits the importation of fireworks except through airports and seaports approved by the State Fire Council.  Requires each county fire department to establish and maintain a secure storage site for illegally imported fireworks.  Requires that each county establish ordinances setting conditions for the importation of fireworks.

Establishes penalties for the failure to comply with a director of finance's request that a vehicle number plate or special number plate be returned.

RELATING TO SPECIAL LICENSE PLATES FOR IRAQ AND AFGHANISTAN WAR VETERANS.

Creates license plates to honor veterans of the Iraq and Afghanistan Conflicts.

Authorizes the issuance of special number plates to commemorate Duke Kahanamoku.

      Status & Testimony

RELATING TO MOTOR VEHICLES.

Establishes requirements for number plates issued for zero-emission, hybrid, and gasoline-powered vehicles beginning 1/1/2025.  Requires the continued use of the rainbow number plate design for hybrid and gasoline-powered vehicles.  Requires the Department of Transportation to adopt or amend its administrative rules to authorize the use of high-occupancy vehicle lanes by zero-emission vehicles and repeal on 1/1/2035 any provision authorizing the use of high-occupancy vehicle lanes by zero-emission vehicles and electric vehicles.

SB 498

      Status & Testimony

RELATING TO FIREWORKS.

Establishes the shipping container inspection program and shipping container inspection program special fund.  Increases the maximum fine for each violation of the fireworks law.  Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.

SB 1082

      Status & Testimony

RELATING TO PUBLIC PARKING SPACES.

Effective January 1, 2025, requires all parking lots with public paid parking spaces in the State to accept payment of parking fees by credit card and debit card; and all parking meters that collect parking fees for any public paid parking space in the State to be maintained in working order to accept payment by cash, credit card, and debit card.  Requires counties to adopt ordinances to enforce these requirements, including the establishment of penalties for failure to comply.  Defines motor vehicle, public parking space, and parking meter.
