RELATING TO TEACHERS. Clarifies that public charter school teachers and other personnel employed by public charter schools under the same pay schedule are included in collective bargaining unit (5).

RELATING TO PURCHASES OF HEALTH AND HUMAN SERVICES. Authorizes heads of purchasing agencies to issue requests for statements of qualification and to establish lists of qualified providers for treatment purchase of services. Increases the small purchase threshold for health and human services.

RELATING TO A STATE PERMITTING OFFICE. Establishes the State Permitting Office within the Department of Accounting and General Services to process building and infrastructure permits for construction of state-owned buildings, state roads and highways, and other construction on state lands. Appropriates moneys.

RELATING TO TAXATION. Extends the period in which a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2019 to 12/31/2023. Authorizes the use of county surcharge revenues for housing infrastructure. Temporarily authorizes counties that have previously adopted a surcharge on state tax to amend the rates and uses of the surcharge.

RELATING TO EMPLOYEE BENEFITS. Expands the State's temporary disability insurance (TDI) coverage to, and exempt from TDI benefit eligibility requirements that are employment-related, employees who are unable to perform their employment duties due to the employee's childbirth or provision of kangaroo care to, or expression of breast milk for, the employee's child who is required to stay in a neonatal intensive care unit. Extend under certain conditions, the temporary disability benefit payment period and family leave period for employees who are unable to perform their employment duties due to a preterm birth of a child who is required to stay in a neonatal intensive care unit or birth of a child who is required to stay in a neonatal intensive care unit for more than eight weeks. Defines "kangaroo care" and "preterm birth". Requires the Department of Health to amend its rules to include neonatal care as related condition where the phrase "pregnancy, childbirth, or other related condition" is used.

RELATING TO COLLECTIVE BARGAINING. Requires the employer to initiate negotiations on repricing of classes within a bargaining unit within 30 days of its receipt of the exclusive representative's written request to negotiate. Establishes that the employer's failure to initiate the negotiation within such time frame and the parties' failure to reach an agreement within ninety day of the exclusive representative's written request to negotiate or by January 31 of a year in which the collective bargaining agreement is due to expire, whichever is earlier, constitute an impasse to which the impasse procedures in section 89-11, Hawaii Revised Statutes, shall apply.

RELATING TO PROFESSIONAL LICENSE FEE RENEWALS. Requires each public employer to pay for the employer's employees' professional license renewal fees.

RELATING TO INTERNAL COMPLAINT PROCEDURES. Clarifies internal complaint procedures for civil service positions by requiring a formal complaint to be filed within twenty working days.

RELATING TO WAGES. Makes general contractors entering into or under contracts in the State for work on buildings, structures, or other private works liable for debt incurred by subcontractors for wages due to claimants for performance of labor in the contract between the general contractor and owner.

RELATING TO RENEWABLE ENERGY. Establishes labor requirements for the construction of renewable energy projects with a capacity rating of ten megawatts or greater.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT. Appropriates moneys to the Department of Human Resources Development for the establishment of new employee positions and the learning management system.

RELATING TO WORKFORCE DEVELOPMENT. Establishes the state YouthBuild program to assist non-profit and public entities in applying and qualifying for federal YouthBuild program grants. Authorizes the department of labor and industrial relations to award grants to eligible non-profit or public entities to meet the matching funds requirement for federal YouthBuild grant awards. Appropriates funds.

RELATING TO PUBLIC EMPLOYEE COMPENSATION. Repeals payroll day for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule.

RELATING TO EMPLOYER-UNION HEALTH BENEFITS TRUST FUND CONTRIBUTIONS. Sets the amount of the employer contribution to the Hawaii employer-union health benefits trust fund as a fixed percentage of the health benefits plan or life insurance plan premium cost. Makes conforming amendments to remove the amount of contributions by the State and counties to the Hawaii employer‑union health benefits trust fund from the scope of collective bargaining negotiations.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT. Appropriates funds for the department of human resources development to retain the services of an online employment marketplace or networking platform to assist in recruiting employees for the State.

RELATING TO PROCUREMENT. Allows bidders to clarify or correct immaterial or technical information required as part of a bid submission for up to twenty-four hours after the bid submission deadline, in addition to the time for correction or withdrawal of inadvertently erroneous bids before or after the award as permitted by rules adopted by the procurement policy board. Requires that bids for construction be opened no sooner than twenty-four hours after the deadline for the submission of bids. Defines "immaterial or technical information". Repeals 6/30/2028.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT. Appropriates moneys to the Department of Human Resources Development to establish 2.0 full-time equivalent information technology specialist positions and upgrade information technology systems, including network upgrades; purchase and installation of desktop computers, workstations, and laptops; and training for personnel.

RELATING TO ADMINISTRATIVE RULEMAKING. Requires that prior to the adoption, amendment, or repeal of an administrative rule, electronic notice of the proposed rulemaking be provided to all persons who have made a timely written request of the adopting agency for advance notice of its rulemaking proceedings.

RELATING TO A LEAVE GRANT PROGRAM. Establishes within the Department of Business, Economic Development, and Tourism a leave grant program to help small businesses offer their paid family leave and sick leave. Appropriates moneys.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
