RELATING TO WORKERS' COMPENSATION. Authorizes wages of other employees in comparable employment to be considered when computing the average weekly wages of an injured public board member, reserve police officer, police chaplain, sheriffs' chaplain, volunteer firefighter, volunteer boating enforcement officer, or volunteer conservation and resources enforcement officer. Clarifies computation of average weekly wages of an injured volunteer firefighter for workers' compensation benefits purposes.

RELATING TO COLLECTIVE BARGAINING. Establishes that the representative of labor on the Hawaii Labor Relations Board be a person selected by a majority of the exclusive representatives of the collective bargaining units.

RELATING TO PUBLIC WORKS. Imposes penalties, including suspension, on the person and the firm upon a finding of violations of state law governing wages and hours of employees on public works projects.

RELATING TO A LEAVE GRANT PROGRAM. Establishes within the Department of Business, Economic Development, and Tourism a leave grant program to help small businesses offer their paid family leave and sick leave. Appropriates moneys.

RELATING TO PROCUREMENT. Amends the competitive sealed bidding process for construction projects to require joint contractors and subcontractors to submit their bids to a bid depository established under DCCA. Authorizes joint contractors and subcontractors to submit different bids to different general contractors bidding on the project. Requires all bids submitted by joint contractors and subcontractors to be held in the bid depository and withheld from the general contractors until twenty-four hours before the closing of the invitation for bids. Requires general contractors to use only the bids timely submitted by joint contractors and subcontractors to the bid depository in their construction bid and imposes fines for violations. Requires DCCA to adopt rules specifying how the bid depository shall operate.

RELATING TO PERMITTED INTERACTIONS. Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official county council business for purposes of permitted interactions. Clarifies that such meetings shall be meetings that are open to the public.

RELATING TO STATE SELF-INSURANCE AGAINST PROPERTY AND CASUALTY RISKS. Establishes the State self-insurance against property and casualty risks special fund to be administered by the comptroller to provide the State with self-insurance against the State's property and casualty risks. Appropriates funds.

RELATING TO NON-GENERAL FUNDS. Reclassifies the human resources development special fund as a revolving fund pursuant to the recommendation made by the Auditor in Auditor's Report No. 22-12.

RELATING TO WORKERS' COMPENSATION. Establishes deadlines for paying or contesting provider bills related to workers' compensation injury treatment.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Allows departments and agencies time to comply with Employees' Retirement System reporting standards based on when final specifications are provided by the Employees' Retirement System.

RELATING TO THE REDUCED IGNITION PROPENSITY CIGARETTE PROGRAM. Provides for additional use of the reduced ignition propensity cigarette certification fees to support the State Fire Council and its programs and activities.

RELATING TO THE STATE FIRE COUNCIL. Adds to the membership of the State Fire Council, and to the membership of advisory committees that the Council may appoint, representatives from the Hawaii State Aircraft Rescue Fire Fighting Unit and the Division of Forestry and Wildlife of the Department of Land and Natural Resources to reflect all non‑federal fire fighting agencies in the State.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
