RELATING TO EMPLOYMENT EARNINGS. Requires job listings to include an hourly rate or salary range.

RELATING TO QUALIFIED INTERNSHIPS TAX CREDIT. Establishes a qualified internship income tax credit for employers of qualified interns for taxable years beginning after 12/31/2023. Provides that qualified interns shall be paid not less than $12.00 per hour, for a period of at least one hundred fifty hours. Restricts hours worked per week during the academic year and winter, spring, and summer holiday break periods. Requires a report to the Legislature. Appropriates funds.

RELATING TO WORKERS' COMPENSATION. Requires the independent medical examination and permanent impairment rating examination of an injured employee under the Workers' Compensation Law to be conducted by a qualified chiropractor or physician selected by the mutual agreement of the parties and paid for by the employer. In absence of a mutual agreement, requires the Director of Labor and Industrial Relations to appoint a duly qualified impartial chiropractor or physician to be paid by the employer.

RELATING TO WORKERS' COMPENSATION. Transfers workers' compensation for Hawaii State Public Library system and its employees from the Department of Education to the Department of Human Resources Development.

RELATING TO BIOMETRIC INFORMATION PRIVACY. Establishes standards for the collection, storage, retention, and destruction of biometric identifiers and biometric information by private entities.

RELATING TO PRIVACY. Prohibits the sale of geolocation information and internet browser information without consent.

RELATING TO OFFENSIVE CYBERSECURITY. Establishes an offensive cybersecurity program within the Office of Enterprise Technology Services to analyze an evaluate cybersecurity threats and increase cybersecurity awareness and education. Requires the program to conduct penetration testing of state agencies to identify vulnerabilities and assess the severity of computer system security vulnerabilities using the Common Vulnerability Scoring System. Establishes a goal for all state and county agencies to identify and address vulnerabilities having a benchmark score exceeding 3.9 on the Common Vulnerability Scoring System by January 1, 2025. Authorizes the Office of Enterprise Technology Services to enter into memorandums of understanding and mutual aid agreements with other governments within the United States. Makes appropriations and authorizes the establishment of positions.
