Provides appropriations for collective bargaining cost items for the members of Unit (5) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2023-2025.

Appropriates funds for the retention of employees of the Unemployment Insurance Division of the Department of Labor and Industrial Relations.

Amends section 87A-23, Hawaii Revised Statutes, to exclude medicare reimbursement by the State and counties for the spouses of retired employees hired after June 30, 2023.

RELATING TO THE HAWAII EMPLOYMENT SECURITY LAW.

Creates the Unemployment Insurance Technology Special Fund that will be funded by an additional assessment of .01 per cent to Unemployment Compensation Trust Fund contributions to support the information technology operating and maintenance expenses for the payment of benefits and contributions under Hawaii's Employment Security Law.

      Status & Testimony

RELATING TO WORKFORCE DEVELOPMENT.

Amends chapter 202, Hawaii Revised Statutes, to be consistent with the General Appropriations Act of 2021, Act 88, Session Laws of Hawaii 2021.  Renames "Workforce Development Council" "Hawaii Workforce Development Board" and "county workforce development board" "local workforce development board".  Requires the Hawaii Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with federal law and regulations.  Requires the Governor to select the chairperson of the state board among the private sector members set forth in section 202-1(b)(4), Hawaii Revised Statutes.  Repeals the requirement in 371-21(d), Hawaii Revised Statutes, for the DLIR to submit an annual report to the legislature on the activities of the K-12 agriculture workforce development pipeline initiative.
