RELATING TO THE ELECTION OF THE PRESIDENT.

Establishes presidential preference primaries.  Makes an appropriation.  Effective 7/1/2050.  (SD2)

RELATING TO HEALTH.

Includes electronic smoking devices and e-liquids under the definition of "tobacco products" for purposes of the cigarette tax and tobacco tax law.  Exempts electronic smoking devices and e-liquids from the excise tax on all tobacco products other than large cigars.  Beginning 1/1/2024, imposes an excise tax on each electronic smoking device or e-liquid sold, used, or possessed by a wholesaler or dealer effective.  Repeals the electronic smoking device retailer registration unit under the department of the attorney general.  Effective 1/1/3000.  (HD1)

Status

RELATING TO NOISE POLLUTION.

Establishes that a person's conduct that produces, or causes to be produced, noise exceeding a certain decibel level during night time hours in any area zoned as residential or mixed-use residential is an unreasonable noise that constitutes the offense of disorderly conduct.  Appropriates funds for enforcement.  Effective 12/31/3000.  (HD1)

RELATING TO AFFORDABLE HOUSING.

Temporarily exempts affordable housing projects under certain circumstances from specific state and county fees and exactions related to discretionary approval or ministerial permitting, except application fees payable to the Hawaii Housing Finance and Development Corporation and the rates and fees of the various boards of water supply.  Repeals 6/30/2028.  Effective 6/30/3000.  (HD1)

RELATING TO HOMELESSNESS.

Requires the Department of Hawaiian Home Lands to establish the native Hawaiian supportive housing pilot program on the Leeward Coast of Oahu to provide individual or shared micro housing units and services to native Hawaiian beneficiaries who are homeless, or threatened with homelessness, and who are on the Department of Hawaiian Home Lands waiting list.  Appropriates funds.  Effective 6/30/3000.  (HD1)

RELATING TO AIRLINES.

Requires the department of transportation to establish and implement a two-year airline subsidy pilot program at Molokai airport to assist airlines in offsetting the costs of operation.  Appropriates funds.  Effective 6/30/3000.  (HD1)

RELATING TO PUBLIC TRANSIT.

Establishes the offense of interference with the operation of a public transit vehicle.  Takes effect 7/1/2050.  (SD1)

RELATING TO NOISE CONTROL.

Allows for noise control infractions to be processed under the traffic and emergency period infractions adjudication process.  Grants the district court concurrent jurisdiction over noise control infractions committed by minors.  Effective 7/1/2050.  (SD2)

Status

RELATING TO LOBBYISTS.

Prohibits, during legislative sessions and shortly before and after, lobbyist contributions, and promises of contributions, to any elected official or to any candidate or candidate committee who has received contributions or made or incurred expenditures of more than $100 in the applicable election period requiring the filing of an organizational report with the Campaign Spending Commission.  Takes effect 3/22/2075.  (SD1)

RELATING TO CAMPAIGN FINANCE.

Requires state legislators, or the treasurer of their candidate committee, to file a preliminary report on February 28 of the year of a general election.  Takes effect 01/01/2026.  (SD1)

RELATING TO COMPLAINTS ALLEGING VIOLATIONS OF CAMPAIGN SPENDING LAWS.

Allows the Campaign Spending Commission to treat a respondent's failure to explain or otherwise respond to a complaint alleging a violation of campaign spending laws as a presumption that a violation has occurred.  Provides that the respondent shall have thirty days from the mailing of the complaint to respond before the presumption takes effect.  (SD1)

RELATING TO FRAUD.

Establishes the offense of fraud as a class B felony.  Establishes the offense of making a false, fictitious, or fraudulent claim against the State or a county as a class C felony.  Establishes the offense of the use of false statements or entries in matters within the jurisdiction of the executive, legislative, or judicial branches of the State as a class C felony.  (SD1)

RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES OR THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, OR DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends or repeals various provisions of the Hawaii Revised Statutes or the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions.

RELATING TO PUBLIC AGENCY MEETINGS.

Requires a Public Agency Board to report any discussion or final action taken during an executive meeting; provided that such disclosure is not inconsistent with the purpose of convening the executive meeting, but giving the Board discretion to maintain confidentiality.

RELATING TO ADVISORY COMMITTEES.

Renames the statewide and county-level voters with special needs advisory committees to elections accessibility needs advisory committees.  Recognizes that voting accessibility needs may arise from disabilities other than those of a physical nature.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
