RELATING TO LAW ENFORCEMENT REFORM.

Requires any department or agency employing a law enforcement officer to maintain a publicly available policy that provides a minimum standard on the use of force.  Allows use of force policies and training to be considered in legal proceedings involving a law enforcement officer's use of force.  Requires a law enforcement officer who observes the use of excessive force by another law enforcement officer to report the use of excessive force.  Requires that law enforcement officers receive training designed to minimize the use of force.  Takes effect 1/1/2024.  (SD2)

RELATING TO GOVERNMENT SERVICES RELATING TO THE LAW.

Provides that a law enforcement officer has a duty to intervene if the law enforcement officer reasonably believes that another law enforcement officer is using unnecessary or excessive force on an arrestee.  Requires the law enforcement officer to report the incident to the fellow law enforcement officer's supervisor.  Requires relevant departments to submit annual reports to the Legislature.  Takes effect 1/1/2050.  (SD1)

Establishes a Criminal Justice Data Sharing Working Group to make recommendations for a statewide criminal justice data repository.  Takes effect 3/22/2075.  (SD2)

RELATING TO PEDESTRIANS.

Requires courts to, upon written request, expunge records of convictions for:  (1) operating a vehicle after consuming a measurable amount of alcohol while under the age of twenty-one years; and (2) certain property offenses, if the sentencing occurred prior to 1998.  Takes effect 3/22/2075.  (SD1)

RELATING TO PROTECTIVE ORDERS.

Allows nonresidents to apply for a temporary restraining order or order for protection in cases of domestic abuse.  Allows nonresidents to apply for a temporary restraining order and an injunction from further harassment.  (SD1)

Requires organizations to obtain legislative approval prior to the disposition of land that was acquired using state grants, but only if the land was acquired after the enactment of this Act.  (SD2)

RELATING TO VACANT AND ABANDONED RESIDENTIAL PROPERTY.

Requires counties to establish expedited procedures to approve demolition permits for vacant and abandoned residential properties.  Allows the Department of Taxation to satisfy certain tax liens through the nonjudicial foreclosure of vacant and abandoned residential properties at any time after establishing vacancy and abandonment.  Appropriates moneys.  Effective 3/22/2075.  (SD2)

Excludes from the definition of drug paraphernalia, testing products utilized in determining whether a controlled substance contains chemicals, toxic substances, or hazardous compounds in quantities that can cause physical harm or death, including but not limited to fentanyl test strips.  Defines fentanyl test strip.  Effective 12/31/2050.  (SD1)

RELATING TO FIREWORKS.

Establishes the Illegal Fireworks Task Force within the Department of Law Enforcement to plan, coordinate, and engage in law enforcement operations to interdict illegal fireworks, develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control laws, and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives.  Requires a report to the Legislature.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO ANIMAL FUR PRODUCTS.

Prohibits the sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State.  Effective 7/1/2050.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
