RELATING TO CHILD CUSTODY.

Requires certain individuals attempting to serve as child custody evaluators to complete a training course on the dynamics of domestic violence every three years.  Requires individuals to submit a letter or certificate of completion to the family court.  Establishes standards for evaluations and reports by child custody evaluators.  Effective 7/30/3000.  (HD1)

RELATING TO MINORS.

Provides that, subject to certain requirements, a domestic violence victim advocate or other mental health professional licensed by the State may petition for a protective order on a minor's behalf when the minor's parent or guardian is unwilling or unable to submit a petition.

RELATING TO HEALTH.

Authorizes advanced practice registered nurses to practice medical aid in dying or provide counseling to a qualified patient.  Amends the mandatory waiting period between oral requests and the provision of a prescription.  Provides an expedited pathway for terminally ill qualified patients who are not expected to survive the mandatory waiting period.  Effective 6/30/3000.

RELATING TO CONSUMER PROTECTION.

Requires check cashers to report suspected financial exploitation of elders and vulnerable adults in relation to check cashing.  Provides immunity for good faith reporting.  Authorizes a check casher to refuse to cash a check in situations of suspected financial exploitation.  Clarifies that all entities that are within the definition of "check casher" are subject to the requirements for reporting financial exploitation.  Effective 6/30/3000.  (HD1)

RELATING TO HEALTH.

Designates the month of September as Fetal Alcohol Spectrum Disorder Awareness Month to promote public awareness of the risks of alcohol consumption during pregnancy.  Effective 6/30/3000.  (HD1)

Establishes a date for presidential primaries, as well as signature and fee requirements for a person to be nominated as a presidential primary candidate.

RELATING TO CRIMES AGAINST SPORTS OFFICIALS.

Makes intentionally or knowingly causing bodily injury to a sports official a class C felony.  Authorizes a court to enjoin the offender from attending any sports event of the type at which the sports official was engaged in the lawful discharge of the sports official's duties.

RELATING TO TRESPASS.

Clarifies that when trespass involves public land, all state and county law enforcement officers are authorized to and shall enforce trespass laws, without regard to whether the land is owned by the State or by a county.

Amends the misdemeanor offense of criminal property damage in the third degree to include intentionally or knowingly damaging the property of another that is used in a business operation, without the other's consent.

Adopts the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act.  Repeals the superseded Uniform Guardianship and Protective Proceedings Act.

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Amends the statutory duties of the Natural Energy Laboratory of Hawaii Authority.  Requires the Authority to conduct certain activities in a culturally sensitive and environmentally appropriate manner and to engage in community outreach and education.  Effective 6/30/3000.  (HD1)

RELATING TO EMERGENCY MANAGEMENT.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
