RELATING TO CAMPAIGN FUNDS. Limits the permitted uses of campaign funds to only those purposes that are directly related to the campaigns of candidates.

RELATING TO CANDIDATE COMMITTEE AND NONCANDIDATE COMMITTEE ORGANIZATIONAL REPORTS. Requires the campaign spending commission to publish on its website the names of candidate committees and noncandidate committees who fail to properly file an organizational report.

RELATING TO CAMPAIGN SPENDING CASH CONTRIBUTIONS. Limits the amount of cash contributions a candidate, candidate committee, or noncandidate committee can accept in the aggregate in an election period to $100. Requires receipts for each contribution.

RELATING TO CAMPAIGN SPENDING COMMISSION ORDERS. Provides that a person waives the right to a contested case hearing if the person fails to request a contested case hearing within twenty days of receipt of the commission's preliminary determination. Provides that a final order of the commission may be filed in the circuit court of the first circuit for confirmation as a civil judgment, enforceable and collectible as any other judgment issued in the circuit courts.

RELATING TO COMPLAINTS ALLEGING VIOLATIONS OF CAMPAIGN SPENDING LAWS. Allows the campaign spending commission to presume a violation of campaign spending laws has occurred if a respondent fails to explain or otherwise respond to a complaint alleging a campaign spending violation.

RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Increases the amount of the fine for campaign spending law violations that may be assessed against a noncandidate committee making only independent expenditures and that has received at least one contribution of more than $10,000, or spent more than $10,000, in an election period. Allows the campaign spending commission to order that the payment of a fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee.

RELATING TO IMPORTANT AGRICULTURAL LANDS. Clarifies the decision-making process for the Land Use Commission adoption of county maps and designation of Important Agricultural Lands. Effective 6/30/3000. (HD1)

Repeals the provision for farm dwelling and farm employee housing on Important Agricultural Lands and adopts a new provision for farm cluster housing as an incentive for the designation of lands as Important Agricultural Lands pursuant to chapter 205, Hawaii Revised Statutes. RELATING TO REAL PROPERTY DISCLOSURES WITHIN SHORELINE AREAS. Requires disclosure of all existing permitted and unpermitted shoreline erosion control structures on parcels of land adjacent to the shoreline prior to real estate transactions. Effective 6/30/3000. (HD1)

RELATING TO CLIMATE CHANGE. Requires the Hawaii community development authority to consider the impacts of climate change, sea level rise, and climate-resilient development in the design and siting of buildings in the Kaka‘ako and Kalaeloa community development districts. Effective 6/30/3000. (HD1)

RELATING TO DISTRICT BOUNDARY AMENDMENTS. Authorizes the appropriate county land use decision-making authority to determine district boundary amendments involving land areas over fifteen acres, except lands that are designated as important agricultural land or lands where the soil is classified by the land study bureau's detailed land classification as overall (master) productivity class A or B if the county has adopted an ordinance that meets certain requirements. Effective 7/1/3000. (HD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates the Uniform Controlled Substances Act, chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the federal controlled substances law as required by section 329-11, Hawaii Revised Statutes. Effective 6/30/3000. (HD1)

RELATING TO WAGES. Makes general contractors entering into or under contracts in the State for work on buildings, structures, or other private works liable for debt incurred by subcontractors for wages due to claimants for performance of labor in the contract between the general contractor and owner. RELATING TO LIQUOR. Authorizes liquor licensees to sell unopened beer, wine, and prepackaged cocktails with food for pick up, delivery, take out, or other means to be consumed off-premises. Authorizes liquor licensees holding class 4 retail dealer licenses to deliver purchased liquor to a customer's vehicle. Effective 6/30/3000. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
