RELATING TO THE BUDGET OF THE OFFICE OF HAWAIIAN AFFAIRS. Appropriates moneys to fund the operating expenses of the Office of Hawaiian Affairs for the fiscal biennium beginning on 7/1/2023, and ending on 6/30/2025.

RELATING TO THE ENHANCED 911 BOARD. Amends chapter 138, Hawaii Revised Statutes, to add the director of the Department of Law Enforcement or the director's designee as a member of the Enhanced 911 Board.

RELATING TO PROTECTIVE DEVICES FOR MOTORCYCLES, MOTOR SCOOTERS, AND MOPEDS. Requires operators and passengers of motorcycles, motor scooters, to wear a helmet secured by a chin strap. Requires operators of a moped to wear a helmet with a chin strap.

RELATING TO TRUCK BEDS. Repeals several exemptions from the prohibition on operating a pickup truck with a passenger seated in the bed or load—carrying area, including the exemption that allows passengers over twelve years of age to ride in the bed or load—carrying area.

RELATING TO THE BOARD OF EDUCATION. Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board. RELATING TO SUICIDE PREVENTION. Makes permanent the prevent suicide Hawaii task force within the Department of Health. Requires the task force to focus on reducing the suicide rate among Native Hawaiians and Pacific Islanders in the State. Requires reports to the legislature. Effective 6/30/3000. (HD1)

RELATING TO CAMPUS SAFETY. Requires that University of Hawaii students and employees receive training on sexual misconduct awareness and trauma informed responses, sexual harassment, sexual assault, domestic violence, dating violence, and stalking. Requires that the University of Hawaii ensure that any individual who participates in implementing the university's disciplinary process has training or experience in handling sexual misconduct complaints and the university's disciplinary process. Requires that the university provide mandatory annual trauma informed, gender inclusive, LGBTQ+ inclusive sexual misconduct primary prevention and awareness programming for students and employees of the university. Prohibits the university from taking disciplinary action against individuals reporting sexual misconduct unless certain exceptions apply. Establishes positions and appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO CORRECTIONS. Appropriates funds for purchasing digital cameras for all guard control rooms at state correctional facilities and body cameras for guards to wear while on duty at state correctional facilities. Effective 6/30/3000. (HD1)

RELATING TO EDUCATION. Requires the department of education to work with certain organizations to develop and implement an active shooter training program in all public schools under the jurisdiction of the department. Exempts public school students from participation in an active shooter training program of the department of education. Effective 6/30/3000. (HD1)

RELATING TO HUMAN TRAFFICKING. Establishes the statewide human trafficking prevention program overseen by the department of the attorney general to provide services and assistance to commercially sexually exploited children and victims of human trafficking. RELATING TO VICTIM-COUNSELOR PRIVILEGE. Expands the victim-counselor privilege under the Hawaii Rules of Evidence to include confidential advocates employed by the University of Hawaii. Increases the minimum number of hours of training a domestic violence victims' counselor must complete to be considered a victim counselor. Effective 7/1/3000. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
