RELATING TO FIREWORKS. Establishes the Illegal Fireworks Task Force within the Department of Law Enforcement to plan, coordinate, and engage in law enforcement operations to interdict illegal fireworks, develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control laws, and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the Legislature. Appropriates funds.

RELATING TO FIREWORKS. Establishes the shipping container inspection program and appropriates funds for the shipping container inspection program. Requires the Department of Public Safety to submit reports to the Legislature on implementation of the shipping container inspection program. Appropriates funds.

RELATING TO FIREWORKS. Imposes a statewide limitation on consumer fireworks, except by permit for cultural events.

RELATING TO CRIMINAL ACTIVITY. Appropriates funds to the department of the attorney general to collect data and conduct a study on how to reduce criminal activity in Waikiki.

RELATING TO HIGHWAY SAFETY. Defines "special interest vehicles" as vehicles that are at least 35 years old or vehicles modified to resemble vehicles that are at least 35 years old. Makes conforming amendments to provisions relating to street rod vehicles and street rod replica vehicles.

RELATING TO RESIDENTIAL REAL PROPERTY. Authorizes planning or permitting agencies to enter privately owned residential real property, under certain specified conditions, to address violations of county zoning ordinances, rules, or regulations. Specifies that a property owner who receives a notice of violation and fails to remediate the violation within the county planning or permitting agency's specified time frame shall be fined a minimum of $1,000 per day, subject to a lien if the fines exceed $5,000, and subject to foreclosure proceedings if the property owner does not satisfy the lien within thirty days of notice and commence remediation of the violation.

RELATING TO SEXUAL ABUSE OF MINORS. Expands the time period by which a civil action for childhood sexual abuse may be initiated, including an otherwise time‑barred action. Authorizes a court to require personnel of legal entities to undergo training on trauma‑informed response.

RELATING TO THE JUDICIARY. Requires the Judiciary to develop, implement, and administer an automated court appearance reminder system that generates text message notifications for upcoming court appearances in certain types of cases. Appropriates funds.

RELATING TO THE JUDICIARY. Allows for judicial review of orders fixing minimum terms of imprisonment.

RELATING TO INITIATION OF PROSECUTION. Specifies that a subsequent attempt to prosecute a felony using an alternative charging method, after the first attempt has failed, shall not be permitted unless certain conditions are met.

RELATING TO CRIMINAL JUSTICE. Establishes and appropriates moneys for a 4-year Pacific cultural court pilot program in the family court of the first circuit.

RELATING TO COURT-APPOINTED ATTORNEYS. Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents.

RELATING TO ARRESTS. Provides that after making an arrest, a police officer may issue to the arrestee an appearance ticket that states the date and time of the initial court appearance, and thereafter release the arrestee from custody. Broadens the range of offenses for which a police officer may issue a citation in lieu of making an arrest, provided that certain conditions are met. Effective 1/1/2024.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
