RELATING TO RECOUNTS. Provides that a mandatory recount shall occur when the difference in votes cast is equal to or less than 100 votes or one-quarter of 1% of the total number of votes cast for the contest, whichever is lesser. Establishes that the filing deadline for a complaint for a contest for cause that arises from a mandatory recount shall be the same as the filing deadline for complaints for contests in which no mandatory recount was held.

RELATING TO VALIDATION OF BALLOTS. Changes the deadline for the validation of ballots following an election.

RELATING TO ELECTIONS. Defines "direct recording electronic voting system", "marksense ballot voting system", and "mechanical tabulation system". Amends the definition of "electronic voting system" to include the mechanical tabulation system and marksense ballot voting system. Specifies additional requirements and procedures with which the Chief Election Officer must comply when using an electronic voting system, including procedures for conducting the post-election, pre-certification audit.

MAKING AN APPROPRIATION FOR COUNTY ETHICS. Provides one-time grants-in-aid to the respective ethics boards of the counties of Kauai, Maui, and Hawaii, and to the Ethics Commission of the City and County of Honolulu.

RELATING TO DISCLOSURES OF FINANCIAL INTERESTS. Establishes that certain candidates shall file disclosures of financial interests no later than 10 days after the nomination filing deadline. Establishes that the unauthorized release of confidential financial disclosure information is subject to chapter 84, Hawaii Revised Statutes. Amends the fines imposed and procedures relating to disclosures of financial interests.

RELATING TO LEGISLATIVE ALLOWANCE. Requires each chamber of the Legislature to post on the Legislature's website a report of the legislative allowance expenditures for each member of the respective chamber.

RELATING TO LOBBYISTS. Requires the statement of expenditures filed with the State Ethics Commission to include information on the identity, by bill number, resolution number, budget cost or program identification number, or other identifier, of the legislative or administrative action that was commented on, supported by, or opposed by the person filing the statement during the statement period.

RELATING TO MANDATORY LOBBYIST TRAINING. Requires the State Ethics Commission to establish and administer a lobbyist training course and makes the lobbyist training course mandatory for all lobbyists.

RELATING TO NEPOTISM. Prohibits a legislator or public employee from naming, appointing, or hiring a relative for public employment. Prohibits a legislator or public employee from supervising a relative in public employment. Prohibits a legislator or employee from awarding a contract to a relative.

RELATING TO RECORD DISPOSITION. Provides the State Ethics Commission with the discretion to maintain or destroy records of financial disclosure statements beyond the current 6-year statutory requirement. Applies retroactively to applicable disclosures that are in the Commission's possession and control.

RELATING TO FINANCIAL DISCLOSURES. Requires each state legislator to include within the legislator's disclosures of financial interest the names of certain lobbyists with whom the legislator has a relationship.

RELATING TO GIFTS FROM LOBBYISTS. Prohibits lobbyists from making gifts that are prohibited under state ethics law.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
