RELATING TO EMERGENCY MANAGEMENT.

Removes the ability of the governor or a mayor to suspend electronic media transmission during a state of emergency.  Effective 6/30/3000.  (HD1)

RELATING TO DISTRICT BOUNDARY AMENDMENTS.

Authorizes the appropriate county land use decision-making authority to determine district boundary amendments involving land areas over fifteen acres, except lands that are designated as important agricultural land or lands where the soil is classified by the Land Study Bureau's detailed land classification as overall (master) productivity class A or B if the county has adopted an ordinance that meets certain requirements.  Effective 7/1/3000.  (SD1)

RELATING TO GOVERNMENT.

Establishes the class C felony offense of using or making false statements or entries in matters within the jurisdiction of the executive, legislative, or judicial branch of the State, or any county.  Disqualifies a person charged with using or making a false statement or entry from holding any elected or appointed office in the executive, legislative, or judicial branches for a period of ten years.  Amends the offense of obstruction of justice.  (SD1)

Defines the terms "public servant" and "government" in section 701-108, Hawaii Revised Statutes, to clarify the scope and applicability of provisions related to the time limitations to bring prosecution based on misconduct in office.  (SD1)

RELATING TO DECLARATION OF WATER SHORTAGE AND EMERGENCY.

Amends the conditions, manner, and areas in which the Commission on Water Resource Management of the Department of Land and Natural Resources can declare water shortages and emergencies.  Effective 6/30/3000.  (HD1)

RELATING TO LIBRARIES.

Prohibits any contract or license agreement between a publisher and library in the State from precluding, limiting, or otherwise restricting the library from performing customary operational and lending functions; restricting the library from disclosing any terms of its license agreements to other libraries; and requiring, coercing, or enabling a library to violate rules regarding confidentially of a patron's library records.  Deems contracts that contain prohibited provisions an unfair or deceptive act or practice and void and unenforceable.  Prohibits libraries from copying or printing purchased electronic literary material.  Exempts existing contracts that provide libraries with electronic literary products from vendors and aggregators.  Effective 6/30/3000.  (SD1)
