RELATING TO COLLECTIVE BARGAINING.

Establishes that the representative of labor on the Hawaii Labor Relations Board be a person selected by a majority of the exclusive representatives of the collective bargaining units.  Effective 6/30/3000.  (SD1)

RELATING TO TRESPASS.

Clarifies that when trespass involves public land, all state and county law enforcement officers may enforce trespass laws, without regard to whether the land is owned by the State or by a county.  (SD1)

RELATING TO NEPOTISM.

Beginning 7/1/2023, prohibits under certain circumstances state employees from hiring or promoting relatives and household members and from making or participating in certain other employment-related decisions and from awarding a contract to or otherwise taking official action on a contract with a business if the employee's relative or household member is an executive officer of or holds a substantial ownership interest in that business.  Imposes administrative fines for violations.  (HD1)

RELATING TO DEATHS WITHIN THE CORRECTIONAL SYSTEM.

Expands the scope of reports on correctional facility and community correctional center deaths that are submitted to the governor and legislature.  Requires certain reports to be published on the department of corrections and rehabilitation website.  Mandates public access to other information reported.  (HD2)

RELATING TO HOMELAND SECURITY.

Establishes protections for critical infrastructure information that is received or maintained by the Office of Homeland Security for use regarding the security of critical infrastructure.  Effective 6/30/3000.  (SD1)

RELATING TO THE HAWAII CORRECTIONAL SYSTEM OVERSIGHT COMMISSION.

Requires members of the Hawaii Correctional System Oversight Commission be subject to the advice and consent of the Senate.  Extends the term of the Oversight Coordinator for the Hawaii Correctional System Oversight Commission.  Requires the Commission to publish a summary of an investigation and any action taken by the Commission in response.  Authorizes the Commission to hold a meeting closed to the public to discuss with the Oversight Coordinator a complaint investigated when necessary to maintain confidentiality, under certain conditions.  Broadens the Oversight Coordinator's power to make inquiries, obtain information, and inspect the premises of agencies and correctional facilities.  Effective 6/30/3000.  (SD1)
