This meeting will be a continuation of the hearing started on Thursday, March 16, 2023. The committee was not able to complete the hearing on Thursday due to time constraints. Additional testimony will not be accepted.

RELATING TO CAMPAIGN FUNDS.

Disallows the use of campaign funds to purchase up to two tickets for an event or fundraiser held by another candidate or committee.  (HD1)

RELATING TO COMPLAINTS ALLEGING VIOLATIONS OF CAMPAIGN SPENDING LAWS.

Allows the campaign spending commission to treat a respondent's failure to explain or otherwise respond to a complaint alleging a violation of campaign spending laws as a rebuttable presumption that a violation has occurred.  (HD1)

Adds a new section to chapter 708, Hawaii Revised Statutes, to establish the class C felony offense of government fraud.

RELATING TO OFFICIAL MISCONDUCT.

Establishes the class C felony offense of official misconduct to prohibit a person, when in the person's official capacity, from acting or refraining from performing an official duty to obtain a benefit other than the person's lawful compensation or submitting or inviting reliance on any false statement, document, or record.  Effective 6/30/3000.  (HD1)
