RELATING TO PARENTAGE.

Enacts portions of the Uniform Parentage Act of 2017 to replace the Uniform Parentage Act of 1973.  Effective 6/30/3000.  (HD2)

RELATING TO FALSE CLAIMS.

Makes it a class C felony to make false, fictitious, or fraudulent claims against the State or a county, or any of their departments or agencies.  Disqualifies a person convicted of making a false, fictitious, or fraudulent claim from receiving public financing for elections for a period of ten years.  (HD1)

Establishes the offense of fraud as a class B felony.  Disqualifies a person charged with fraud from receiving public financing for elections for a period of ten years.  (HD1)

RELATING TO COMPLAINTS ALLEGING VIOLATIONS OF CAMPAIGN SPENDING LAWS.

Allows the campaign spending commission to treat a respondent's failure to explain or otherwise respond to a complaint alleging a violation of campaign spending laws as a rebuttable presumption that a violation has occurred.  (HD1)

Adds a new section to chapter 708, Hawaii Revised Statutes, to establish the class C felony offense of government fraud.

RELATING TO OFFICIAL MISCONDUCT.

Establishes the class C felony offense of official misconduct to prohibit a person, when in the person's official capacity, from acting or refraining from performing an official duty to obtain a benefit other than the person's lawful compensation or submitting or inviting reliance on any false statement, document, or record.  Effective 6/30/3000.  (HD1)
