      Status & Testimony

RELATING TO VOTER REGISTRATION.

Requires that any person who applies for an identification card or driver's license be automatically registered to vote.  Requires that the applicant be provided the opportunity to opt-out of voter registration.

      Status & Testimony

RELATING TO EXPUNGEMENT.

Requires the court to automatically seal or remove from the Judiciary's publicly accessible database any information relevant to the arrest or case of a person for whom an expungement order has been entered.  Requires the Judiciary and the Examiner of Drivers to no longer include dismissed traffic citations in public driver's records.

      Status & Testimony

RELATING TO CAMPAIGN FINANCE.

Prohibits noncandidates committee from making expenditures on the day of any election and the two-week period preceding any election.

SB 472

      Status & Testimony

RELATING TO FAMILY COURT.

Requires the family court to amend its rules to require that service upon a party who is not a resident of or found within the island or circuit with jurisdiction over the proceeding may be effectuated by a declaration of the petitioner that states that the petitioner shall abide by the terms of the Hague Service Convention with respect to foreign service of process.

      Status & Testimony

RELATING TO THE UNIFORM PROBATE CODE.

Updates articles I through IV of the Uniform Probate Code to adjust for inflation, provide additional clarity, resolve issues that have arisen in probate practice, and address societal changes in familial relations.

RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES OR THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, OR DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends or repeals various provisions of the Hawaii Revised Statutes or the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions.

RELATING TO GAMBLING.

Establishes the operation of an illegal gambling business as a class C felony.

RELATING TO DESECRATION.

Reduces the requisite state of mind for the criminal offense of desecration from "intentionally" to "knowingly".  Simplifies the definition of "desecrate".

      Status & Testimony

RELATING TO EMERGENCY POWERS.

Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency.  Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.
