      Status & Testimony

RELATING TO TAXATION.

Amends the taxes withheld on the amount realized by nonresidents from the disposition of Hawaii residential real property from 7.25% to 75%.  Applies to real estate dispositions that occur on or after 9/15/2023.

      Status & Testimony

RELATING TO COMPLAINTS ALLEGING VIOLATIONS OF CAMPAIGN SPENDING LAWS.

Allows the Campaign Spending Commission to treat a respondent's failure to explain or otherwise respond to a complaint alleging a violation of campaign spending laws as an admission that a violation has occurred.

      Status & Testimony

RELATING TO VACANT AND ABANDONED RESIDENTIAL PROPERTY.

Requires counties to establish expedited procedures to approve demolition permits for vacant and abandoned residential properties.  Allows the Department of Taxation to satisfy certain tax liens through the nonjudicial foreclosure of vacant and abandoned residential properties at any time after establishing vacancy and abandonment.

SB 1240

      Status & Testimony

RELATING TO GOVERNMENT.

Establishes the offense of bribery of an elected official or department head as a class B felony with a maximum penalty of up to $250,000.  Requires the Commission on Salaries to consider certain factors to retain qualified individuals and deter corruption and bribery.  Amends the effective dates of recommended salary increases.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES.

Makes appropriations and approves payments for claims against the State, its officers, and its employees.

SB 1295

      Status & Testimony

PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE HAWAII CONSTITUTION TO EXPRESSLY PROVIDE THAT THE LEGISLATURE MAY AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS AND TO EXCLUDE TAX INCREMENT BONDS FROM DETERMINATIONS OF THE FUNDED DEBT OF THE COUNTIES.

Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the legislature may authorize political subdivisions, such as counties, to issue tax increment bonds and to exclude tax increment bonds in calculating the debt limit of the political subdivisions.

Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of December 31, 2022.

Makes appropriations to the Judiciary for capital improvement projects for the fiscal biennium beginning 7/1/2023, and ending 6/30/2025.

RELATING TO PUBLIC FINANCING FOR CANDIDATES TO ELECTED OFFICE.

Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaii, to begin with the 2024 general election year.  Requires the Campaign Spending Commission to submit a report to the Legislature.  Appropriates funds.

SB 1559

      Status & Testimony

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 15, OF THE HAWAII STATE CONSTITUTION TO ALLOW ELECTRONIC COPIES, AS AN ALTERNATIVE TO PRINTED COPIES, OF A BILL TO BE MADE AVAILABLE FOR MEMBERS OF A HOUSE IN WHICH THE BILL IS BEING VOTED UPON FOR THIRD OR FINAL READING IN FULFILLMENT OF THE FORTY-EIGHT HOUR AVAILABILITY REQUIREMENT.

Amends the State Constitution to allow electronic copies, as an alternative to printed copies, of a bill to be made available for members of a house in which the bill is being voted upon for third or final reading in fulfillment of the 48-hour availability requirement.

      Status & Testimony

PROPOSING AN AMENDMENT TO ARTICLE II, SECTION 1, OF THE HAWAII STATE CONSTITUTION TO CHANGE THE AGE QUALIFICATION FOR VOTING IN STATE OR LOCAL ELECTIONS.

Proposes a constitutional amendment to allow citizens who are seventeen years of age but will be eighteen years of age on or before the next general election to vote at the primary election immediately preceding the general election by which the citizen will attain the age of eighteen and any intervening or co-occurring special election.

SB 1563

      Status & Testimony

PROPOSING AN AMENDMENT TO ARTICLE IV, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO ADD TWO MEMBERS TO THE REAPPORTIONMENT COMMISSION TO REPRESENT CITIZEN ORGANIZATIONS.

Proposes a constitutional amendment to add two members to the Reapportionment Commission, representing citizen organizations, to be appointed by the Chief Justice.
