RELATING TO THE JUDICIARY. Appropriates funds for the Judiciary for the fiscal biennium beginning 7/1/2023, and ending 6/30/2025. Effective 7/1/2023.

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE HAWAII STATE CONSTITUTION TO INCREASE THE MANDATORY RETIREMENT AGE FOR STATE JUSTICES AND JUDGES. Proposes a constitutional amendment to increase the mandatory retirement age for justices and judges from seventy to seventy-five years of age.

PROPOSING AMENDMENTS TO THE CONSTITUTION OF THE STATE OF HAWAII TO AMEND THE MANNER IN WHICH JUSTICES AND JUDGES ARE APPOINTED, CONSENTED TO, AND RETAINED. Proposes amendments to the Constitution of the State of Hawaii relating to the appointment and retention of justices and judges. Authorizes the Senate to approve or reject subsequent terms of office for supreme court justices. Changes the required time frames from 30 to 90 days for the process to appoint and consent to a justice or judge. Harmonizes the Senate consent procedures for district court judgeship nominees to mirror the Senate consent procedures relating to supreme court justices and intermediate court of appeals and circuit court judges.

RELATING TO ELECTIONS. Requires the Office of Elections to prepare a digital voter information guide. Requires the Office of Elections to post the guide on its website in compliance with certain accessibility standards. Requires the Office of Elections to mail each ballot with a notice that states a voter information guide may be found on its website. Appropriates funds.

RELATING TO ELECTRONIC CITATIONS. Establishes statewide electronic citation program under the Judiciary. Appropriates funds.

PROPOSING AMENDMENTS TO ARTICLE VII, SECTION 12, OF THE HAWAII CONSTITUTION TO AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS. Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the Legislature may authorize the Counties to issue tax increment bonds.

RELATING TO TAX INCREMENT BONDS. Conforms state debt limit statements law to include tax increment bonds if a constitutional amendment authorizing the use of such bonds and excluding such bonds from determinations of the Counties' funded debt is ratified.

PROPOSING AN AMENDMENT TO THE HAWAII STATE CONSTITUTION TO PROTECT INDIVIDUAL REPRODUCTIVE RIGHTS. Proposes a constitutional amendment to protect an individual's reproductive freedom in their most intimate decisions, including the right to abortion and contraceptives.
