RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Ensures that employment, work, and pay eligible for the purpose of calculating retirement benefits includes retroactive reinstatement, retroactive recission of suspension, retroactive pay differential, and back pay that are restored to an employee as part of an administrative, arbitral, or judicial proceeding.  Effective 1/1/2050.  (SD1)

RELATING TO THE EXPENDITURE OF PUBLIC FUNDS FOR LAND IMPROVEMENTS.

Prohibits the expenditure of public moneys for any land improvement if the land is not owned or leased by the State, unless the moneys are appropriated by the Legislature or the Legislature makes a declaration of public purpose regarding the appropriation of the public moneys.  Effective 7/1/2050.  (SD1)

RELATING TO STATE WATER CODE PENALTIES.

Adds a minimum penalty of $50 per violation of the State Water Code and makes each day that a violation exists or continues a separate offense.  Raises the maximum penalty to $25,000 per violation.  Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation.  Effective 7/1/2050.  (SD1)

RELATING TO PUBLIC INFORMATION.

Requires all state agencies adopting, amending, or repealing a rule to make the full text of the rules of the agency available on the Office of the Lieutenant Governor's internet website in a digitally accessible and searchable format.  Requires a report to the Legislature.  Appropriates funds.  Effective 7/1/2112.  (SD1)

RELATING TO CANNABIS.

Establishes the Hawaii Cannabis Authority within the Department of Health to adopt rules to regulate responsible, adult-use of cannabis in the State.  Establishes that possession of cannabis by an adult in the amount of four ounces or less without a prescription shall be lawful and requires all convictions for such acts be expunged.  Transfers the powers and duties of the Department of Health under state law governing medical cannabis dispensary system, including powers and duties over medical marijuana dispensary operations, licensing, testing, and administration, to the Hawaii cannabis authority.  Appropriates funds.  (SD1)

RELATING TO WETLAND PRESERVATION.

Adds definitions for "floodway", "natural stormwater infrastructure", and "wetlands" to section 343-2, Hawaii Revised Statutes.  Requires a proposed housing project of the Hawaii Housing Finance and Development Corporation that is exempt from all statutes, ordinances, charter provisions, and rules of any government agency relating to planning, zoning, and construction standards to ensure that the proposed project does not impact wetlands or natural stormwater infrastructure.  Requires an environmental assessment for actions under the environmental impact statements law that propose any development that would impact wetlands or natural stormwater infrastructure.

RELATING TO WORKFORCE DEVELOPMENT.

Amends chapter 202, Hawaii Revised Statutes (HRS), to be consistent with the General Appropriations Act of 2021, Act 88, Session Laws of Hawaii 2021.  Renames "Hawaii Workforce Development Council" to "Hawaii Workforce Development Board" and "county workforce development board" to "local workforce development board".  Requires the Hawaii Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with federal law and regulations.  Requires the Governor to select the chairperson of the board from among the seventeen private sector members.  Requires the Hawaii Workforce Development Board to assist the Governor in the coordinating of local workforce development boards in improving and developing a statewide workforce development system.  Repeals the requirement for the Department of Labor and Industrial Relations to submit an annual report to the Legislature on the activities of the K-12 Agriculture Workforce Development Pipeline Initiative.  Effective 1/1/2050.  (SD1)
