RELATING TO FOOD BANKS.

Appropriates funds to the office of community services for the purchase, storage, and transportation costs of food for distribution to those in need in accordance with the emergency food assistance program's methodology to determine allocations to each of the four counties.

RELATING TO ACT 86, SESSION LAWS OF HAWAII 2021.

Repeals Act 86, SLH 2021, which authorized the issuance of special purpose revenue bonds to assist Luana Kai A Life Plan Community in the development of a continuing care retirement community in Hawaii Kai.

RELATING TO GRANTS.

Authorizes the Department of Human Services to appoint an existing employee to apply for and manage grants, request grant writing assistance from other state agencies, or contract or employ a dedicated capture manager for this purpose. Requires reports to the Legislature.

RELATING TO SOCIAL WORK.

Requires the department of public safety, in collaboration with the department of human services, to develop and establish a social work training program to assist nonviolent incarcerated individuals in the area of social work.  Requires progress reports on the program to the legislature.  Appropriates funds.  Effective 6/30/3000.  (HD1)

RELATING TO CHILD CARE.

Requires the department of accounting and general services to establish and operate a child care center pilot program for eligible children of state employees, one in or near the state capitol and one in Kapolei.  Appropriates funds.  Repeals on 6/30/2028.  Effective 6/30/3000.  (HD1)

Status

RELATING TO FAMILY COURT.

Requires certain persons to immediately report a potential tort claim to the family court when that person has reason to believe that a child in foster custody has suffered an injury that may arise to a tort claim.  Establishes procedures for the family court to follow when appointing a master to investigate a potential tort claim and when authorizing the filing of a tort claim on behalf of an injured child, including the opportunity for an injured child to obtain outside legal representation.

RELATING TO THE DEPARTMENT OF HUMAN SERVICES.

Appropriates funding for the Med-QUEST division of the Department of Human Services (HMS401) for non-covered or under‑covered behavioral health services for med-QUEST beneficiaries.

RELATING TO ANGER MANAGEMENT.

Authorizes certain criminal offenders to undergo anger management counseling in lieu of domestic violence intervention as part of their sentences.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
