RELATING TO HUMAN SERVICES.

Establishes the Hawaii public housing authority public housing tenant upward mobility pilot program.  Permits the Hawaii public housing authority to contract with outside parties to implement the program.  Appropriates funds.  (HD1)

Status

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.

Requires the Department of Human Services to include the name of the beneficiary of supplemental nutrition and assistance program (SNAP) benefits on each electronic benefits transfer card.  Requires a photo identification to be presented when an electronic benefits transfer card is used.

Status

RELATING TO CRIME.

Specifies that the penalty for sex trafficking shall be payment of a fine of no less than $200,000 but no more than $500,000, and a definite term of imprisonment of up to 20 years without the possibility of a suspended sentence, probation, or parole.  Provides that consent to sexual conduct is not a defense.  Defines "sexual conduct".  Specifies that a minor who commits an offense under section 712-1207(1)(a), HRS, shall be guilty of a violation instead of a petty misdemeanor.  Provides that a person who reports that the person is a victim of sex trafficking shall not be subject to criminal liability for an offense involving sex trafficking or prostitution.

Status

RELATING TO YOUTH PROGRAMS.

Appropriates moneys and establishes one Pacific youth programs coordinator position within the Department of Human Services Office of Youth Services.  Appropriates moneys.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
