Status

RELATING TO INFANT AND EARLY CHILDHOOD MENTAL HEALTH.

Establishes the infant and early childhood mental health program within the Department of Health to provide and coordinate mental health services for children up to 5 years of age, develop and implement flexible strategies for the delivery of services and workforce training, and promote better understanding of the needs of infants and young children, the importance of positive early relationships, and the benefits of trauma-informed care.  Appropriates funds for the establishment of the center, including 1 permanent full-time equivalent (1.0 FTE) position.  Effective 7/1/2050.  (SD2)

Status

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Modifies the Hospital Sustainability Program, including:  expanding the definition of "private hospitals" subject to the program; increasing the fee cap on various hospital sustainability fees; requiring the Department of Human Services to consult and negotiate with the hospital trade association located in Hawaii regarding fee participation and rates; requiring the hospital sustainability fee to be discontinued under certain circumstances and providing guidelines for the distribution of remaining funds.  Makes the Hospital Sustainability Program permanent.  Makes exemptions of the Hospital Sustainability Program Special Fund from the central service expenses assessment and administrative expenses assessment permanent.  Appropriates funds out of the Hospital Sustainability Program Special Fund.  Effective 12/31/2050.  (SD2)

RELATING TO PROFESSIONAL MEDICAID SERVICES.

Appropriates funds to increase Medicaid reimbursements to eligible health care professionals in the State by up to one hundred per cent of the current Medicare rates.  Effective 12/31/2050.  (SD2)

Status

RELATING TO HEALTH.

Requires the Department of Health and Department of Human Services to develop and adopt rules, policies, and plan amendments necessary to ensure that the state Medicaid program covers medically necessary services, including applied behavior analysis services, for individuals aged twenty—one and older with neurodevelopmental disorders, including autism spectrum disorder.  Requires the Department of Health and Department of Human Services to apply for any necessary approvals from the Centers for Medicare and Medicaid Services to amend the state Medicaid plan to provide reimbursements for medically necessary services, including applied behavior analysis services to Medicaid-eligible individuals over the age of twenty-one diagnosed with autism spectrum disorder.  Appropriates funds.  Effective 7/1/2050.  (SD2)

Status

RELATING TO THE OFFICE OF WELLNESS AND RESILIENCE.

Transfers the Office of Wellness and Resilience from the Office of the Governor to the Department of Human Services on 7/1/2025.  Extends the Trauma-Informed Care Task Force dissolution date to 6/30/2025 and establishes the task force as an advisory board to the Office of Wellness and Resilience until its dissolution.  Reconstitutes the membership of the Trauma-Informed Care Task Force into a permanent advisory board to the Office of Wellness and Resilience to be called the Wellness and Resilience Advisory Board.  Effective 7/1/2112.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
