RELATING TO HEALTH.

Appropriates moneys to the Department of Human Services to operate mobile clinics providing medication-assisted treatment throughout the State.

Status

RELATING TO SOCIAL SERVICES.

Increases the monthly needs allowance from $50 to $75.  Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program.  Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks.  Requires the department of human services to perform an annual review of the needs allowance.  Appropriate funds.

Status

RELATING TO INFANT AND EARLY CHILDHOOD MENTAL HEALTH.

Establishes the Infant and Early Childhood Mental Health Program within the Department of Health to provide and coordinate mental health services for children from birth to age five, develop and implement flexible strategies for the delivery of services and workforce training, and promote better understanding of the needs of infants and young children, the importance of positive early relationships, and the benefits of trauma-informed care.

RELATING TO REPRODUCTIVE HEALTH CARE ACCESS.

Establishes and appropriates moneys for the Office of the Reproductive Health Care Access Coordinator within the Department of Human Services for administrative purposes.

Status

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Expands the Hospital Sustainability Program and makes the program permanent.  Amends the definition of "private hospital".  Increases the fee cap on various hospital sustainability fees.  Requires the Department of Human Services to consult and negotiate with the hospital trade association located in Hawaii regarding fee participation and rates.  Requires the Hospital Sustainability Fee to discontinue under certain circumstances and provides guidelines for the distribution of remaining funds.  Appropriates funds out of the Hospital Sustainability Program Special Fund.

Status

RELATING TO NURSING FACILITIES.

Makes permanent and amends the Nursing Facility Sustainability Program.  Makes certain assessment exemptions permanent as to the Nursing Facility Sustainability Program Special Fund.  Repeals chapter 346E, Hawaii Revised Statutes, relating to the Nursing Facility Tax.  Appropriates funds from the Nursing Facility Sustainability Program Special Fund.

RELATING TO HOMELESSNESS.

Requires the department of human services to establish a three-year return-to-home pilot program to return homeless individuals in the State to families and relatives in their home states.  Appropriates funds for the implementation of the return-to-home pilot program.

RELATING TO PROFESSIONAL MEDICAID SERVICES.

Appropriates funds to increase Medicaid payments to eligible health care professionals in the State up to one hundred per cent of the current Medicare rates.

Appropriates funds to provide enhanced payments to type I adult residential care homes and developmental disabilities domiciliary homes that are caring for medicaid patients.

Appropriates funds for back payments for each medicaid-eligible client cared for by certain care homes over the last fourteen years.

Provides that certain pregnant women receiving state-funded medical assistance and who receive substance abuse treatment are eligible for substance abuse treatment and related mental health services for an additional ten months following childbirth.  (HD1)

RELATING TO HUMAN SERVICES.

Amends the office of youth services safe spaces for youth pilot program by clarifying access to services, providing a definition of homeless youth, and expanding the age of youth that may be served.  Appropriates funds.  (HD1)

Status

RELATING TO HUMAN SERVICES.

Adjusts the method by which the department of human services shall calculate payments to providers of medical care and long-term supports and services.  Appropriates funds.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
