RELATING TO MENTAL HEALTH. Requires the Department of Health to track and publicly report certain data relating to crisis reports, emergency mental health transports, and court-ordered treatments. Requires the Department of Health to respond to reports about persons having severe mental illness who are in need of assistance and to assess whether those persons may fulfill the criteria for assisted community treatment. Establishes that a court's denial of a petition for involuntary commitment shall serve as notification to the Department of Health that the person should be evaluated for assisted community treatment. Requires the Department of the Attorney General to assist with the preparation and filing of petitions for assisted community treatment, unless declined by the petitioner. Appropriates funds to the Department of Health for software and data collection and publication. Effective 12/31/2050. (SD2)

RELATING TO CRISIS INTERVENTION. Establishes a Crisis Intervention and Diversion Program within the Department of Health to divert those with mental health issues to appropriate health care services. Defines "crisis center" and "crisis intervention officer". Authorizes a person believed to be imminently dangerous to self or others by a law enforcement officer to be assisted by a crisis intervention officer and transported to a designated crisis center. Appropriates funds for the Crisis Intervention and Diversion Program and for the Department of Health certify law enforcement officers in mental health first aid, as disseminated by the National Council for Mental Wellbeing, and the crisis intervention team model, as developed by Crisis Intervention Team International. RELATING TO BEHAVIORAL HEALTH SERVICES. Appropriates funds for the: expansion and enhancement of the suicide crisis hotline and crisis management services provided by contracted service providers through the Hawaii Coordinated Access Resource Entry System (CARES) Crisis Helpline; expansion and enhancement of the crisis mobile outreach services provided by contracted service providers through the Hawaii CARES Crisis Helpline; expansion of licensed crisis residential shelter services provided by contracted service providers through the Hawaii CARES Crisis Helpline; and expansion of bed stabilization services provided by contracted service providers through the Hawaii CARES Crisis Helpline. RELATING TO PUBLIC-PRIVATE PARTNERSHIPS FOR THE DELIVERY OF HEALTH CARE SERVICES. Beginning January 1, 2024, require the Chief Executive Officer of the Hawaii Health Systems Corporation or the Chief Executive Officer's designee to provide written comments to the Governor before the State enters into any new agreement with a private entity or modifies or terminates any existing agreement to transfer the right and responsibility to manage, operate and otherwise provide health care services at one or more facilities of the Maui Regional System. Expands the definition of "private entity" to include business organizations that are authorized to transact business in the State, including nonprofit management entities that have a certificate of need or license to operate one or more community hospitals or hospitals serving a rural population licensed under the laws of any state. Effective 12/31/2050. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
