Status

RELATING TO CESSPOOLS.

Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State.  Establishes and appropriates funds for two full-time equivalent positions within the cesspool conversion section in fiscal years 2023-2024 and 2024-2025, and two additional full-time equivalent positions within the section in fiscal year 2024-2025.  Effective 6/30/3000.  (HD1)

RELATING TO CESSPOOLS.

Establishes an income tax credit for the cost of upgrading or converting a qualified cesspool to a director of health-approved wastewater system or connecting to a sewerage system.  Requires certain information regarding cesspools on real property to be included in seller mandatory disclosures on real property transactions.  Effective 6/30/3000.  (HD1)

RELATING TO CESSPOOLS.

Establishes and appropriates funds for a pilot program within the environmental management division of the department of health to work with each county to identify a priority area to expand the county sewage system or other centralized treatment system to connect individual properties in the priority area and reduce or eliminate cesspools in the identified area.  Effective 6/30/3000.  (HD1)

RELATING TO CONTROLLED SUBSTANCES.

Requires the registration and registration renewal for methadone clinics and substance use disorder services clinics to be deemed a clinic and for the handling of controlled substances to be contingent upon its location being at least 750 feet away from a school.  Gives methadone clinics and substance use disorder services clinics one year from the effective date of this Act to comply with this Act.

Establishes an early intervention services working group within the Department of Health to study and recommend ways to assist and support deaf and hard of hearing children, including implementation strategies.  Requires report to Legislature.  Appropriates moneys.

Establishes the Alzheimer's working group to create a public health campaign for awareness of Alzheimer's disease and other related dementia.  Appropriates funds.

RELATING TO DENTISTS AND DENTAL HYGIENISTS.

Amends the qualifications for dentist community service licenses and dentist temporary licenses by requiring the acceptance of candidates who are graduates of a dental college recognized by the American Dental Association Commission on Dental Accreditation.  Amends the qualifications for dental hygienist community service licenses by requiring acceptance of candidates who are graduates of a dental hygiene college recognized by the American Dental Association Commission on Dental Accreditation.  Adds community health centers to the list of eligible organizations that may employ a dental provider with a community service license.

RELATING TO ORAL HEALTH.

Establishes an oral health task force to review the status of oral health in the State and make recommendations to improve oral health infrastructure in Hawaii.  Appropriates funds.

Authorizes psychiatrists and advanced practice registered nurses to file a petition to initiate the administrative authorization process in cases where the patient objects to treatment and is not in the custody of the director or involuntarily committed to a psychiatric facility.

RELATING TO HEALTH.

Appropriates funds to the department of health to develop and implement statewide media, education, and training activities for policies related to emergency examination and hospitalization and assisted community treatment for those in need of mental health intervention.

RELATING TO TRAVELING TEAM PHYSICIANS.

Adopts model legislation to allow traveling team physicians to temporarily practice medicine in the State for the traveling team members and coaches.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
