RELATING TO PENALTIES FOR UNLICENSED CARE HOMES.

Clarifies the penalty to be assessed on any person who intentionally operates a care facility without a certificate or license.

RELATING TO HEALTH.

Clarifies who is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility.  Repeals the landlord exclusion.  Requires the department of health to prioritize complaint allegations based on severity for inspections of state-licensed or state-certified care facilities.

RELATING TO THE HAWAII HEALTHY AGING PARTNERSHIP.

Appropriates funds to the Executive Office on Aging within the Department of Health for the Hawaii Healthy Aging Partnership.

Appropriates funds for the executive office on aging to create an Alzheimer's disease public health campaign.

RELATING TO LONG-TERM CARE.

Reestablishes the long-term care commission within the University of Hawaii college of social sciences public policy center to identify further needed reforms of Hawaii's long-term care system.   Appropriates moneys.

Status

RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Authorizes the director of finance to use funds deposited into the Hawaii ABLE savings program trust fund for any expenses incurred in developing and administering the Hawaii ABLE savings program.  Establishes a position within the state council on developmental disabilities of the department of health to support the Hawaii ABLE savings program.  Appropriates funds.

Status

RELATING TO SERVICE ANIMALS.

Requires that a disclaimer be provided by sellers or providers of emotional support animals or certificates, identifications, tags, vests, leashes, and harnesses for emotional support animals that the animal is not a service animal.  Establishes penalties.

HB 1433

Status

RELATING TO BEHAVIORAL HEALTH CRISIS STABILIZATION BEDS.

Appropriates funds to the Adult Mental Health Division of the Department of Health to support increased behavioral health crisis stabilization beds.  Creates a working group to get county input on possible sites for these crisis stabilization beds.  Effective 7/1/2023.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
