RELATING TO NOISE POLLUTION. Beginning July 1, 2025, prohibits with certain exceptions, the emission of excessive amplified noise during certain hours on public sidewalks near certain locations in areas zoned as mixed-use or residential without obtaining prior written approval from the Director of Health. Establishes penalties for violations. Establishes a two-year pilot program to require the Department of Health to implement the excessive amplified noise control regulation in the Waikiki Special District and submit reports to the Legislature. Requires the Department of Health to adopt rules. Appropriates funds.

RELATING TO NOISE POLLUTION. Establishes noise generated by helicopters in excess of a certain decibel level as a public nuisance and a source of noise pollution in violation of the State's noise pollution law. Establishes fines and a private right of action for individuals to sue helicopter owners and operators for creating a public nuisance.

RELATING TO AMBULANCES. Appropriate funds to the Department of Health for the purchase of one advanced life support ambulance and related equipment to be based in Central Maui, and to fund pay-related personnel costs for state-certified emergency medical services personnel.

RELATING TO SPECIAL PURPOSE REVENUE BONDS. Authorizes the issuance of special purpose revenue bonds to assist West Maui Hospital Foundation, Inc. in the construction of West Maui Hospital and Medical Center in the County of Maui, including any necessary infrastructure. Requires the County of Maui to serve as guarantor of any debt service on the special purpose revenue bonds.

RELATING TO FUNDING FOR THE DEPARTMENT OF THE ATTORNEY GENERAL TOBACCO ENFORCEMENT UNIT. Increases and stabilizes the amount of funding for the tobacco enforcement special fund within the Department of the Attorney General by: (1) increasing the amount of funds that the tobacco enforcement special fund can carry over at the end of the fiscal year; (2) increasing the cigarette tax stamp fee and by concurrently increasing the percentage of the cigarette tax stamp fee deposited to the tobacco enforcement special fund; and (3) amending the amount of funds to be deposited in the tobacco enforcement special fund from the Hawaii tobacco settlement special fund. Effective on July 1, 2023.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
