RELATING TO MENTAL HEALTH. Establishes provisional or associate-level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances. Allows psychologist license applicants to sit for the licensing examination before completing certain other requirements. Allows the Board of Psychology to grant licensure waivers in certain circumstances for psychologists. Authorizes insurance reimbursements for services provided by a supervised social work intern in certain circumstances.

RELATING TO ADVANCED PRACTICE REGISTERED NURSES. Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the income tax code. Adds advanced practice registered nurses as primary providers in advance mental health care directives. Authorizes advanced practice registered nurses to make capacity determinations for purposes of advance mental health care directives.

RELATING TO PHARMACISTS. Mandates reimbursement for services provided by participating registered pharmacists practicing within their scope of practice by private and public health plans in the State beginning January 1, 2024.

RELATING TO CHAPTER 457J, HAWAII REVISED STATUTES. Makes permanent the existing exemption for birth attendants to continue to practice without a license, under certain conditions. Expands qualifications for licensure to include the North American Registry of Midwives portfolio evaluation process.

RELATING TO MARRIAGE. Provides for the replacement of certificates of marriage for individuals who have changed their gender, sex, and, if applicable, name.

RELATING TO GENERAL EXCISE TAX EXEMPTIONS. Establishes a general excise tax exemption for the gross proceeds or income from the manufacture, production, packaging, and sale of diapers.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
