RELATING TO HEALTH CARE PRECEPTORS. Expands eligibility for the health care preceptor tax credit by clarifying that preceptors may be compensated for standard clinical services and including specialties that support the development and training of students in primary care. Includes the director of health on the preceptor credit assurance committee.

RELATING TO HEALTH. Expands the class of health care providers under whom respiratory therapists may practice respiratory care to include physician assistants and advanced practice registered nurses.

RELATING TO THE INTERSTATE MEDICAL LICENSURE COMPACT. Adopts the Interstate Medical Licensure Compact to create a comprehensive process that complements the existing licensing and regulatory authority of state medical boards and provides a streamlined process that allows physicians to become licensed in multiple states, thereby enhancing the portability of a medical license and ensuring the safety of patients.

RELATING TO HEALTH DATA SHARING. Establishes the Hawaii health data exchange framework. Establishes the stakeholder advisory group to assist the department of health in the development of the framework. Requires certain health care organizations to execute a health data sharing agreement by 9/1/2024. Establishes deadlines for certain entities to begin sharing health information. Appropriates funds.

RELATING TO HEALTH. Establishes permitting and education requirements for pharmacists performing certain diagnostic tests or tests waived pursuant to the Clinical Laboratory Improvement Amendments of 1988 (CLIA). Expands the definition of "practice of pharmacy" to include the performance of certain diagnostic or CLIA-waived tests.

RELATING TO SUICIDE PREVENTION. Establishes within the Department of Health a task force to reduce the suicide rate among Native Hawaiians and Pacific Islanders in the State.

RELATING TO BREAST CANCER SCREENING. Increases the categories of women required to be covered for mammogram screenings. Requires the existing health insurance mandate for coverage of low-dose mammography to include digital mammography and breast tomosynthesis. Defines "digital breast tomosynthesis". Requires health care providers to be reimbursed at rates accurately reflecting the resource costs specific to each service, including any increased resource cost after 1/1/2023.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
