Status

RELATING TO HEALTH.

Establishes a task force to review policy issues and opportunities relating to the navigation, access, and coverage of medicaid services by individuals with autism or fetal alcohol spectrum disorder and make a recommendation on whether a waiver or other approval from the Centers for Medicare and Medicaid Services is necessary to ensure accessibility of certain services for individuals with autism or fetal alcohol spectrum disorder.

Status

RELATING TO FETAL ALCOHOL SPECTRUM DISORDERS.

Establishes the fetal alcohol spectrum disorders special fund, to be administered by the department of human services, and which shall consist of federal funds and interest earned on those funds.  Establishes a temporary fetal alcohol spectrum disorders task force within the department of health for administrative purposes.  Requires a report to the legislature.

HB 1308

Status

RELATING TO FINGERPRINTING.

Prohibits the department of health from requiring an applicant, operator, employee, or adult volunteer at a healthcare facility or, in the case of a healthcare facility operated in a private residence, any adult living in the home other than the client, to consent to fingerprinting except in connection with the initial licensing or certification of the individual or healthcare facility.  In the case of a healthcare facility operated in a private residence, any adult living in the home other than the client, who was not living in the home at the time of initial licensing of certification, shall not be required to be fingerprinted more than once.  Resets initial fingerprinting and background check requirements if the licensee terminates the license and later applies for a new license.  Provides that the department of human services shall not require service providers who have direct contact with individuals receiving adult services to be fingerprinted as part of the criminal history record check process more than once.

HB 1309

Status

RELATING TO CARE HOMES.

Appropriates funds for room and board payments to certain care homes that care for medicaid-eligible clients.

Status

RELATING TO CARE HOMES.

Appropriates funds for back payments for each medicaid-eligible client cared for by certain care homes over the last fourteen years.

Status

RELATING TO RESPITE CARE.

Requires the department of health to provide respite care, paid for by the State, to operators of certain care homes.

Status

RELATING TO INSPECTIONS.

Requires the department of health to limit unannounced inspections to investigate complaints pertaining to client or patient abuse or life- or health-threatening danger at certain care facilities.  Establishes requirements for complaints.  Requires relicensing inspections to be scheduled.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
