REQUESTING THE DEPARTMENT OF HEALTH'S OFFICE OF LANGUAGE ACCESS TO ESTABLISH AN AMERICAN SIGN LANGUAGE INTERPRETER WORKFORCE WORKING GROUP TO INCREASE THE NUMBER OF AMERICAN SIGN LANGUAGE INTERPRETERS IN THE STATE.

RELATING TO PRESCRIPTION DRUGS.

Requires certain pharmacies to provide accessible prescription drug label information to individuals who have difficulty seeing or reading prescription drug container labels and inform the public that prescription drug label information is available in alternate accessible formats for individuals who have difficulty seeing or reading prescription drug container labels.  Requires the board of pharmacy to adopt certain rules by 12/31/2025.  Effective 6/30/3000.  (HD2)

Recognizes American Sign Language as a fully developed, autonomous, natural language with its own grammar, syntax, vocabulary, and cultural heritage.  Effective 6/30/3000.  (HD1)

RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM.

Requires the department of human services to establish a neighbor islands blind and visually impaired service pilot program that provides training and other services to blind or visually impaired individuals residing on the neighbor islands.  Requires the department of human services to establish a working group and submit an implementation plan to the legislature before the regular session of 2024.  Requires the department to report to the legislature prior to the regular session of 2027.  Appropriates funds.  Repeals on 6/30/2027.  Effective 7/30/3000.  (HD2)

RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Authorizes the director of finance to use funds deposited into the Hawaii ABLE savings program trust fund for any expenses incurred in developing and administering the Hawaii ABLE savings program.  Establishes a position within the state council on developmental disabilities of the department of health to support the Hawaii ABLE savings program.  Appropriates funds.  Effective 6/30/3000.  (HD2)

RELATING TO EARLY LEARNING OPPORTUNITIES.

Requires the department of human services to establish a child care accreditation program to assist licensed and registered child care providers obtain accreditation.  Authorizes the use of the child care grant program special fund for child care accreditation program grants.  Amends the time period for when existing preschool open doors service providers are required to obtain accreditation.  Appropriates funds for the child care accreditation program, including for the establishment of one full-time position for the program.  Appropriates funds into and out of the child care grant special fund.  Effective 6/30/3000.  (HD1)

RELATING TO SUICIDE PREVENTION.

Makes permanent the prevent suicide Hawaii task force within the department of health.  Requires the task force to focus on reducing the suicide rate among Native Hawaiians and Pacific Islanders in the State.  Requires reports to the legislature.  Effective 6/30/3000.  (HD2)

RELATING TO ASSISTED COMMUNITY TREATMENT ORDERS.

Extends the time period that a family court may order continued assisted community treatment.  Reduces the time period that a family court needs to determine whether assisted community treatment should continue.  Effective 6/30/3000.  (HD1)
