Appropriates funds to the office of community services for the purchase, storage, and transportation costs of food for distribution to those in need in accordance with the emergency food assistance program's methodology to determine allocations to each of the four counties.  Effective 7/30/3000.  (HD1)

Requires a provider who renders no cost emergency shelter and related services to take steps to ensure pertinent youth obtain and receive services from the juvenile justice or child welfare systems.  Makes permanent the definition of "provider" as it relates to entities eligible to provide no cost emergency shelter and related services to consenting minors.  Effective 6/30/3000.  (HD2)

Authorizes the issuance of special purpose revenue bonds to assist Hawaii Pacific Health.  Effective 6/30/3000.  (HD1)

RELATING TO FUNDING FOR THE DEPARTMENT OF THE ATTORNEY GENERAL TOBACCO ENFORCEMENT UNIT.

Amends the amount of funding for the tobacco enforcement special fund within the department of the attorney general by:  amending the amount of funds that the tobacco enforcement special fund can carry over at the end of the fiscal year; increasing the cigarette tax stamp fee and concurrently increasing the percentage of the cigarette tax stamp fee deposited to the tobacco enforcement special fund; and amending the amount of funds to be deposited in the tobacco enforcement special fund from the Hawaii tobacco settlement special fund.  Effective 6/30/3000.  (HD1)
