RELATING TO HUMAN SERVICES.

Adjusts the method by which the department of human services shall calculate payments to providers of medical care and long-term supports and services.  Appropriates funds.  Effective 6/30/3000.  (HD2)

Establishes and appropriates funds for a working group to plan and implement a public health campaign for Alzheimer's awareness.  Appropriates funds for the executive office on aging to create an Alzheimer's disease and related dementias public health campaign.  Effective 6/30/3000.  (HD1)

RELATING TO CONTROLLED SUBSTANCES.

Includes as a factor for determining whether a controlled substances registration is in the public interest the prevention of activities within an applicant's areas that are potentially injurious to the health, safety, and welfare of the public and neighborhood.  Establishes a substance use disorder services clinic working group to collaborate and consult on issues relating to addiction recovery and public safety.  Requires a report to the legislature.  Effective 6/30/3000.  (HD2)

RELATING TO HEALTH.

Requires the department of health to prioritize complaint allegations based on severity for inspections of state-licensed or state-certified care facilities.  Clarifies who is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility.  Repeals the landlord exclusion.  Effective 6/30/3000.  (HD1)

RELATING TO NURSING FACILITIES.

Repeals the sunset dates of Act 156, SLH 2012, and Act 124, SLH 2014, to make the nursing sustainability program permanent and permanently exempt the program from the central service and administrative expenses assessments.  Repeals the nursing facility tax.  Appropriates funds from the nursing facility sustainability program special fund.  Effective 6/30/3000.  (HD1)

Amends Act 317, Session Laws of Hawaii 2022, to give the department of human services flexibility in developing a comprehensive child welfare information system and extend the appropriation lapse date.  Effective 6/30/3000.  (HD2)

RELATING TO HUMAN TRAFFICKING.

Establishes the statewide human trafficking prevention program overseen by the department of the attorney general to provide services and assistance to commercially sexually exploited children and victims of human trafficking.  Requires reports to the legislature.  Effective 6/30/3000.  (HD2)

RELATING TO CHILDREN.

Requires that when an officer has custody of a child under the age of eighteen for an alleged violation of law, the child shall have contact with legal counsel and, to the extent practicable, a parent, guardian, or legal custodian before the child waives any right against self-incrimination and before any custodial interrogation.  Effective 6/30/3000.  (HD2)

RELATING TO DOMESTIC ABUSE PROTECTIVE ORDERS.

Requires domestic abuse protective order cases to be reports to the department of human services when the case involve allegations of child abuse or neglect, rather than allegations of domestic abuse.  (HD2)

RELATING TO ORAL HEALTH.

Establishes an oral health task force to review the status of oral health in the State and make recommendations to improve oral health infrastructure in Hawaii.  Appropriates funds.  Effective 6/30/3000.  (HD1)
