RELATING TO HEARING AIDS.

Exempts from the general excise tax, gross receipts received from the sale of hearing aids.

RELATING TO PRESCRIPTION DRUGS.

Requires pharmacies to provide accessible prescription drug label information to individuals who have difficulty seeing or reading prescription drug container labels and inform the public that prescription drug label information is available in alternate accessible formats for individuals who have difficulty seeing or reading prescription drug container labels.  Requires the Board of Pharmacy to adopt certain rules by December 31, 2023.

RELATING TO HEARING AIDS.

Requires health insurance policies and contracts issued on or after 01/01/2024 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every thirty-six months.  Effective 01/01/2024.

RELATING TO AMERICAN SIGN LANGUAGE.

Recognizes American Sign Language as a fully developed, autonomous, natural language with its own grammar, syntax, vocabulary, and cultural heritage.

RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM.

Requires the Department of Human Services to establish a neighbor islands Blind and Visually Impaired Service Pilot Program that provides training and other services to blind or visually impaired individuals residing on the neighbor islands.  Requires the Department of Human Services to establish a working group and submit an implementation plan to the Legislature before the Regular Session of 2024.  Requires the Department to report to the Legislature prior to the Regular Session of 2027.  Appropriates funds.

RELATING TO HEALTH.

Eliminates language that subjects the use of the Hawaii ABLE Savings Program Trust Fund to the discretion of the Director of Finance.  Expressly allows the Hawaii ABLE Savings Program Trust Fund to be used to provide incentive payments to Hawaii public school ABLE account owners.  Establishes one full-time equivalent (1.00 FTE) permanent position to provide statewide outreach, advocacy, and relationship management for the Hawaii ABLE Savings Program.

RELATING TO THE HAWAII STATE HEALTH INSURANCE ASSISTANCE PROGRAM.

Appropriates funds for three program specialist positions within the Executive Office on Aging for Hawaii's State Health Insurance Assistance Program.

RELATING TO CARE FACILITY INSPECTIONS.

Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities.  Establishes deadlines for each report type.  Requires the Department of Health to log all reports in a database designed for easy public posting.  Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.

RELATING TO CAREGIVERS.

Requires the Executive Office on Aging to establish a caregiver workforce support and development center.  Appropriates funds for the center's establishment.

RELATING TO THE SENIOR MEDICARE PATROL PROGRAM.

Appropriates funds for three program specialist positions within the Executive Office on Aging for the State's Senior Medicare Patrol Program.

RELATING TO THE HAWAII HEALTHY AGING PARTNERSHIP.

Appropriates funds to the Executive Office of Aging for the Hawaii Healthy Aging Partnership.

RELATING TO HEALTH.

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical-aid-in-dying in accordance with their scope of practice and prescribing authority.  Authorizes psychiatric mental health nurse practitioners, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient.  Reduces the mandatory waiting period between oral requests from twenty days to five days.  Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period.
