      Status & Testimony

RELATING TO PRESCRIPTION DIGITAL THERAPEUTICS.

Requires the Department of Health to conduct a study to determine the feasibility of implementing a pilot program to integrate prescription digital therapeutic products approved by the federal Food and Drug Administration in outpatient treatment programs for persons with substance use disorder and persons with opioid use disorder in the State.  Requires a report to the Legislature.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR NOT-FOR-PROFIT CORPORATIONS THAT PROVIDE HEALTH CARE FACILITIES TO THE GENERAL PUBLIC.

Authorizes the issuance of special purpose revenue bonds to assist Hawaii Pacific Health.

      Status & Testimony

RELATING TO WATER CATCHMENT SYSTEMS.

Requires the Department of Health to regulate water catchment systems used for business activity, provide water testing to businesses that utilize captured water, and establish a nonregulatory program that provides technical assistance to business owners who wish to utilize captured water.

SB 1476

      Status & Testimony

RELATING TO SPECIAL PURPOSE REVENUE BONDS.

Authorizes the issuance of special purpose revenue bonds to assist West Maui Hospital Foundation, Inc. in the construction of West Maui Hospital and Medical Center in the County of Maui, including any necessary infrastructure.  Requires the County of Maui to serve as guarantor of any debt service on the special purpose revenue bonds.

RELATING TO HEALTH.

Specifies that the definition of drug paraphernalia does not include testing products utilized in determining whether a controlled substance contains chemicals, toxic substances, or hazardous compounds in quantities that can cause physical harm or death, including but not limited to fentanyl test strips.

RELATING TO CANNABIS.

Authorizes the Department of Health to approve in-vehicle receipt of medical cannabis and medical cannabis products on or near the premises of dispensaries subject to administrative rules adopted by the Department of Health.

      Status & Testimony

RELATING TO MEDICAL CANNABIS.

Establishes a cultivation facility license that allows cultivators to grow cannabis for sale only to licensed medical cannabis dispensaries.  Establishes requirements for license applications and qualifications for applicants and licensees.  Limits the number of cannabis plants grown at each cultivation facility to one thousand.  Authorizes the Department of Health to determine the number of cultivation licenses to be issued.  Allows one cultivation license to be issued per tax map key number.  Allows cultivation facilities to be established on lands zoned for certain uses.  Requires the Office of Medical and Cannabis Control and Regulation to administer the licensure and regulation of cultivation facilities.  Establishes requirements for cultivation facility operations, including plant tracking and testing.  Establishes penalties for violations related to the unauthorized access of cultivation facilities and diversion of product.  Requires the Department of Health to disclose certain information regarding cultivation facilities upon request of law enforcement.  Subjects cultivation facilities to certain inspections, audits, and reporting requirements.

RELATING TO MEDICAL CANNABIS.

Allows health care facilities to permit terminally ill patients to use medical cannabis under certain conditions.

Establishes regulations for the cultivation, sale, and personal use of small amounts of cannabis.  Decriminalizes and regulates small amounts of cannabis for personal use.  Establishes taxes for cannabis sales.

RELATING TO ACCESS TO TREATMENT FOR TERMINALLY ILL PATIENTS.

Beginning on January 1, 2024, permits manufacturers of investigational drugs or biological products to make these drugs and products available to terminally ill patients under certain conditions.

SB 1104

      Status & Testimony

RELATING TO CANNABIS FOR MEDICAL USE.

Amends the definition of "cannabis" to include cannabis propagules and cannabis cuttings.  Allows qualifying patients and primary caregivers who are authorized to cultivate cannabis for medical use to purchase cannabis propagules and cannabis cuttings from licensed dispensaries in the State under certain conditions.  Establishes quantity limits and quality requirements for the dispensing of cannabis propagules and cannabis cuttings.  Defines "cannabis cutting" and "cannabis propagule".
