RELATING TO NURSING FACILITIES. Makes permanent and amends the Nursing Facility Sustainability Program. Makes certain assessment exemptions permanent as to the Nursing Facility Sustainability Program Special Fund. Repeals chapter 346E, Hawaii Revised Statutes, relating to the Nursing Facility Tax. Appropriates funds from the Nursing Facility Sustainability Program Special Fund.

RELATING TO PROFESSIONAL MEDICAID SERVICES. Appropriates funds to increase Medicaid payments to eligible health care professionals in the State up to one hundred per cent of the current Medicare rates.

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM. Expands the Hospital Sustainability Program and makes the program permanent. Amends the definition of "private hospital". Increases the fee cap on various hospital sustainability fees. Requires the Department of Human Services to consult and negotiate with the hospital trade association located in Hawaii regarding fee participation and rates. Requires the Hospital Sustainability Fee to discontinue under certain circumstances and provides guidelines for the distribution of remaining funds. Appropriates funds out of the Hospital Sustainability Program Special Fund.

RELATING TO THE GENERAL EXCISE TAX. Exempts services provided by a hospital, infirmary, medical clinic, health care facility, pharmacy, or licensed medical practitioner from the general excise tax.

RELATING TO THE RETENTION OF HEALTH CARE PROVIDERS. Beginning July 1, 2024, provides a general excise tax exemption for medical services performed by health care providers.

RELATING TO BEHAVIORAL HEALTH SERVICES. Appropriates funds for the expansion and enhancement of the suicide crisis hotline and crisis management services provided by contracted service providers through the Hawaii CARES Crisis Helpline; expansion and enhancement of the crisis mobile outreach services provided by contracted service providers through the Hawaii CARES Crisis Helpline; expansion of licensed crisis residential shelter services provided by contracted service providers through the Hawaii CARES Crisis Helpline; and expansion of bed stabilization services provided by contracted service providers through the Hawaii CARES Crisis Helpline.

RELATING TO THE GENERAL EXCISE TAX. Exempts medical services provided by health care providers to patients who receive Medicaid, Medicare, or TRICARE benefits from the general excise tax. Applies to taxable years beginning 1/1/2024.

RELATING TO GENERAL EXCISE TAX. Reduces and eliminates the general excise tax for the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children over a four-year period. Reduces and eliminates the general excise tax for the sale of nonprescription drugs, medical supplies, and durable medical equipment over a four-year period.
