RELATING TO RESIDENCE FOR TUITION PURPOSES.

Requires the tuition residency rules for the University of Hawaii to grant the resident tuition fee for enrollment at any University of Hawaii campus, including any community college, to individuals who have obtained a Hawaii high school diploma or equivalent credential, register to vote in the State, and are working toward their first undergraduate degree, under certain conditions.

Appropriates funds to the University of Hawaii Pamantasan Council for three full-time equivalent academic and support services specialist positions.  Effective 6/30/3000.  (HD1)

RELATING TO COMPUTER SCIENCE EDUCATION.

Requires the board of education to work with the department of education to conduct an analysis on the need, impact, and feasibility of making computer science a graduation requirement.  Requires the board to make a determination on whether making computer science a graduation requirement would be in the best interests of public school students and the public.  Requires a report to the legislature.  Appropriates funds for teacher professional development in computer science.  Effective 7/1/3000.  (HD1)

RELATING TO HEALTH.

Establishes permitting and education requirements for pharmacists performing certain diagnostic tests or tests waived pursuant to the Clinical Laboratory Improvement Amendments of 1988 (CLIA).  Expands the definition of "practice of pharmacy" to include the ordering of and the collection of specimens for certain diagnostic or CLIA-waived tests.  Effective 6/30/3000.  (HD1)

Requires the University of Hawaii to provide menstrual products free of charge to all students on any University of Hawaii campus, including the community colleges.

Appropriates funds for the development of the First Responders Technology Campus and Cybersecurity Data Center.  Effective 6/30/3000.  (HD1)

Status

RELATING TO SUSTAINABLE GROUNDWATER YIELDS.

Requires the University of Hawaii, in consultation with the commission on water resource management, to develop a scope of work and cost analysis to complete a flexible groundwater model that proposes methods for determining the needs of traditional and customary Native Hawaiian practices, climate change projections, and groundwater dependent ecosystems.  Requires a joint report to be submitted to the legislature by 11/1/2023.  Effective 6/30/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
