RELATING TO RIGHT TO REPAIR.

Requires manufacturers of digital electronic equipment to make available to owners and independent repair providers, on fair and reasonable terms, the documentation, parts, and tools used to diagnose, maintain, and repair the equipment.

RELATING TO TELECOMMUNICATIONS ACCESS FOR INDIVIDUALS WITH PRINT DISABILITIES.

Requires the Public Utilities Commission to use Universal Service Fund moneys to provide free telecommunications access to certain information for individuals with print disabilities.

Status

RELATING TO BROADBAND.

Appropriates general fund moneys that are required to match federal moneys for broadband programs.  Appropriates moneys received by the State from the federal Infrastructure Investment and Jobs Act for the broadband equity, access, and deployment program.

Status

RELATING TO DIGITAL EQUITY.

Establishes the Digital Equity Grant Program to award grants to applicants to deploy digital equity projects to covered populations in the State.  Appropriates funds.

Status

RELATING TO CONSUMER DATA PROTECTION.

Establishes a framework to regulate controllers and processors with access to personal consumer data.  Establishes that a violation of the consumer data privacy act constitutes an unfair method of competition and unfair and deceptive acts or practices in the conduct of any trade of commerce.  Authorizes a person injured by a violation of the personal consumer data act to bring a civil action against a controller or processor.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
