RELATING TO THE SUNSHINE LAW.

Expands application of the State's sunshine law to legislatively appointed bodies, including task forces, working groups, commissions, special committees, and select committees.  (HD1)

RELATING TO RECORDINGS OF PUBLIC MEETINGS.

Exempts licensing boards under DCCA from the requirement that board meetings be recorded.  Encourages boards to maintain recordings of board meetings on the board's website regardless of whether the written minutes of the meeting have been posted.  Requires boards to provide the state archives with a copy of any recording of a board meeting before removing the recording from the board's website.  Requires the written minutes of board meetings to include a link to the electronic audio or video recording, if available online.  Effective 10/1/2023.  (HD1)

RELATING TO PUBLIC RECORDS.

Beginning 7/1/2024, imposes a cap on charges for the reproduction of certain government records; waives the cost of duplication of government records provided to requestors in an electronic format; imposes a cap on charges for searching for, reviewing, and segregating records; and provides for a waiver of fees when the public interest is served by a record's disclosure.  Appropriates funds for positions in the office of information practices.  Effective 6/30/3000.  (HD1)

RELATING TO WAGES.

Makes general contractors entering into or under contracts in the State for work on buildings, structures, or other private works liable for debt incurred by subcontractors for wages due to claimants for performance of labor in the contract between the general contractor and owner.  Effective 6/30/3000.  (HD2)

RELATING TO EQUITY.

Requires all places of public accommodation and state building construction constructed after 12/31/23 to provide universal changing accommodations in public restrooms.  Effective 6/30/3000.  (HD1)

RELATING TO GOVERNMENT.

Establishes the class C felony offense of using or making false statements or entries in matters within the jurisdiction of the executive, legislative, or judicial branch of the State, or any county.  Disqualifies a person charged with using or making a false statement or entry from receiving public financing for elections for a period of ten years.  Amends the offense of obstruction of justice.  (HD1)
