RELATING TO ADVANCING CIVIC ENGAGEMENT.

Requires the public access room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education.  Requires the department of education and university of Hawaii to assign appropriate staff to coordinate with the public access room for the outreach and engagement program.  Appropriates funds for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement.  Effective 6/30/3000.  (HD1)

RELATING TO THE CERTIFICATION OF DOCUMENTS.

Increases the fee for the issuance of an apostille or certification to $10.  Establishes the apostilles and certifications special fund.  Authorizes the office of the lieutenant governor to expend moneys in the fund for operational expenses.  Effective 6/30/3000.  (HD1)

RELATING TO ADMINISTRATIVE RULEMAKING.

Requires that prior to the adoption, amendment, or repeal of an administrative rule, electronic notice of the proposed rulemaking be provided to all persons who have made a timely written request to, and provided a valid working email address to, the adopting agency for advance notice of its rulemaking proceedings.  Requires that alterations to administrative rules be displayed in Ramseyer format and the full text of rules be made available in a digitally accessible and searchable format.  Effective 6/30/3000.  (HD1)

RELATING TO A STATE PERMITTING OFFICE.

Requires the department of accounting and general services to establish a state permit pilot program to process building and infrastructure permits for construction of state-owned buildings, state roads and highways, and other construction on state lands.  Appropriates funds.  Effective 6/30/3000.  (HD2)

Provides a process by which agencies may procure professional services when fewer than three qualified persons respond to an additional solicitation.  Effective 6/30/3000.  (HD1)

RELATING TO PROCUREMENT.

Allows bidders to clarify or correct immaterial or technical information required as part of a bid submission for up to twenty-four hours after the bid submission deadline.  Requires that bids for construction be opened no sooner than twenty-four hours after the deadline for the submission of bids.  Defines "immaterial or technical information".  Repeals 6/30/2026.  Effective 6/30/3000.  (HD2)

RELATING TO STATE SELF-INSURANCE AGAINST PROPERTY AND CASUALTY RISKS.

Establishes the state self-insurance against property and casualty risks special fund to be administered by the comptroller to provide the State with self-insurance against the State's property and casualty risks.  Appropriates funds.  Effective 6/30/3000.
