RELATING TO HOMESTEAD EXEMPTIONS.

Requires the Legislative Reference Bureau to conduct a study to determine an appropriate increase to the homestead exemption in bankruptcy proceedings.

RELATING TO LOBBYISTS.

Expands the definition of "administrative action" in lobbyists law to include granting or denying applications for business or development-related permits, licenses, or approvals and procurement of goods and services under the Hawaii Public Procurement Code.  Clarifies that the lobbyists law apply to lobbying of the executive branch.

RELATING TO PUBLIC PROCUREMENT.

Clarifies the deadline for submitting written protests that are based on the content of a solicitation.

RELATING TO PROCUREMENT.

Allows agencies to rank fewer than three persons for professional services when fewer than three qualified persons respond to the solicitation or request to use alternative procurement procedures when no qualified person responds to the solicitation.
