RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE. Requires procurement officers, when assessing an offeror's responsibility, to require the offeror to submit answers to questions contained in a standard questionnaire. Establishes certain questions that must be included in the questionnaire. Requires offerors to submit the questionnaire on an annual basis to be prequalified as responsible for projects by the procurement office. Provides that the information furnished in response to the questionnaire shall be available for public inspection and duplication.

RELATING TO THE DEPARTMENT OF HOUSING. Creates the Department of Housing. Places the Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, Office of Planning and Sustainable Development, and Hawaii Public Housing Authority under the Department of Housing for administrative purposes.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Repeals the Board of Directors of the Hawaii Housing Finance and Development Corporation and requires the Corporation to employ an Executive Director to be nominated by the Governor, subject to the advice and consent of the Senate. Makes conforming amendments.

RELATING TO PROCUREMENT. Raises the procurement threshold for small purchases to $50,000.

RELATING TO THE OFFICE OF INFORMATION PRACTICES. Allows the Office of Information Practices to resolve open meeting and open record complaints through either a legal determination on whether a violation occurred or written guidance on the relevant legal requirements.

RELATING TO THE CERTIFICATION OF DOCUMENTS. Increases the fee for the issuance of an apostille or certification to $10. Establishes the apostilles and certifications special fund. Authorizes the Office of the Lieutenant Governor to expend moneys in the fund for operational expenses.

RELATING TO THE STATE ARCHIVES. Establishes additional funding sources for, and authorizes additional expenditures of moneys in, the state archives preservation and long-term access special fund. Appropriates moneys.

RELATING TO HOMESTEAD EXEMPTIONS. Requires the Legislative Reference Bureau to conduct a study to determine an appropriate increase to the homestead exemption in bankruptcy proceedings.
