Requires the Governor to ensure that the Governor's program memoranda and variance reports accurately reflect the current responsibilities of certain state programs, address the current and future needs of the State, and align with budget-related submittals.

Authorizes the Legislature to specify the form for which the proposed budgets of the Executive branch, Judiciary branch, and Office of Hawaiian Affairs are submitted to the Legislature.

Establishes a submission deadline for various reports to the legislature that currently do not have a deadline.

Requires organizations to obtain legislative approval prior to the disposition of land that was acquired with state grants.

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.

Requires procurement officers, when assessing an offeror's responsibility, to require the offeror to submit answers to questions contained in a standard questionnaire.  Establishes certain questions that must be included in the questionnaire.  Requires offerors to submit the questionnaire on an annual basis to be prequalified as responsible for projects by the procurement office.  Provides that the information furnished in response to the questionnaire shall be available for public inspection and duplication.

RELATING TO PROCUREMENT.

Requires that any procurement change order that increases the contract cost by more than fifty per cent or substantially increases the scope of work be considered a new contract for procurement purpose.

RELATING TO PUBLIC TESTIMONY AT OPEN MEETINGS.

Specifies that boards subject to the open meetings law shall allow oral testimony on any agenda item at the beginning of the board's agenda or meeting, provided that oral testimony shall not be limited to the beginning of a board's agenda.  Specifies an exception for the legislative body of each county.

RELATING TO ADMINISTRATIVE RULES.

Requires all state agencies adopting, amending, or repealing a rule to make the full text of the rules of the agency available on the website of the Office of the Lieutenant Governor in a digitally accessible and searchable format.

Please go to the Legislature's website, www.capitol.hawaii.gov, to submit written testimony at least 24 hours prior to the hearing. Create a free account on the website, or sign in to an existing account, then click on the "Participate" drop down menu and select the "Submit Testimony" option to get started. While submitting your written testimony, you will be prompted to indicate if you would also like to testify at the hearing in-person or remotely via videoconference.

 

Please note the following:

 

·         The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.

·         Testifiers for this hearing will be limited to 2 minutes each.
