RELATING TO THE WAHIAWA IRRIGATION SYSTEM. Requires the Office of the Governor to negotiate the State's fee simple acquisition of the Wahiawa irrigation system on the island of Oahu. Authorizes and appropriates funds for the Department of Agriculture, Agribusiness Development Corporation, and Department of Land and Natural Resources to purchase, repair, and maintain the Wahiawa irrigation system and the associated spillway. Appropriates funds for positions in the Department of Land and Natural Resources. Effective 6/30/3000. (HD2)

RELATING TO THE OFFICE OF WELLNESS AND RESILIENCE. Transfers the office of wellness and resilience from the office of the governor to the department of human services on 7/1/2025. Extends the trauma-informed care task force dissolution date to 6/30/2025 and establishes the task force as an advocacy board to the office of wellness and resilience until its dissolution. Reconstitutes the membership of the trauma-informed care task force into a permanent advocacy board to the office of wellness and resilience to be called the wellness and resilience advocacy board. RELATING TO TELEWORKING. Requires and appropriates moneys for the department of human resources development to submit an annual report to the legislature on the telework policies of the executive branch. Establishes requirements for a pilot telework monitoring system to assess the productivity of telework employees. Appropriates funds for the annual report, pilot telework monitoring system, one position to manage the pilot telework monitoring system, and manager training. Effective 1/1/2050. (HD1)

RELATING TO ECONOMIC DEVELOPMENT. Establishes an Office of Destination Management within the Department of Business, Economic Development, and Tourism. RELATING TO ELECTIONS. Requires the Office of Elections to prepare a digital voter information guide; post the guide on its website in compliance with certain accessibility standards; and mail each ballot with a notice that states a voter information guide may be found on its website. Requires the Attorney General and county corporation counsels to translate explanations of ballot questions into certain languages for purposes of the digital voter information guide. RELATING TO PUBLIC FINANCING FOR CANDIDATES TO ELECTED OFFICE. Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State, to begin with the 2026 general election year. Requires the Campaign Spending Commission to submit a progress and final report to the Legislature. Appropriates funds. Effective 03/22/2075. (HD1)

RELATING TO FIREARMS. Prohibits firearms in certain locations and premises. Requires possession and disclosure of a license to carry. Prohibits leaving an unsecured firearm in a vehicle unattended. Prohibits consuming or being under the influence of alcohol, an intoxicating liquor, or a controlled substance when carrying a firearm. Prohibits carrying or possessing firearms on certain private property open to the public without express authorization. Requires annual reports from the department of the attorney general on carry licenses. Amends the requirements for, and revocation of, firearms permits and licenses. Amends the disqualification of persons from owning, possessing, or controlling a firearm. Expands the qualified immunity for health care providers who provide information on firearms applicants to include physician assistants and advanced practice registered nurses. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
