RELATING TO EARLY LEARNING ACCREDITATION. Requires the department of human services to establish a child care accreditation program to assist licensed and registered child care providers obtain accreditation. Authorizes the use of the child care grant program special fund for child care accreditation program grants. Amends the time period for when existing preschool open doors service providers are required to obtain accreditation and includes the Hawaii Association of Independent Schools to the list of accrediting organizations. Appropriates funds for the child care accreditation program, including one full-time position for the program. Appropriates funds into and out of the child care grant special fund. Effective 6/30/3000. (HD2)

RELATING TO THE CHILD WELFARE SERVICES. Establishes within the office of wellness and resilience the Malama Ohana working group to seek, design, and recommend transformative changes to the State's existing child welfare system and allow the office to contract with an administrative facilitator to provide necessary support for the working group. Requires the Malama Ohana working group to report to the legislature. Appropriates funds. Effective 12/31/2050. (HD1)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM. Makes various updates to the hospital sustainability program, including amending the definition of "private hospital"; clarifying the uses of the hospital sustainability program special fund; increasing various hospital sustainability fee caps; requiring the department of human services to consult and negotiate with the hospital trade association regarding fee participation and rates; clarifying when the hospital sustainability fee shall be discontinued and the distribution of remaining funds; repealing the sunset dates of Act 217, SLH 2012, and Act 123, SLH 2014, to make the program permanent and permanently exempting the program from the central service and administrative expenses assessments; and appropriating funds out of the special fund. RELATING TO PROFESSIONAL MEDICAID SERVICES. Appropriates funds to increase medicaid payments to eligible health care providers in the State up to one hundred per cent of the current medicare fee schedule rates. Effective 6/30/3000. (HD1)

RELATING TO BOARD MEMBERS. Requires the auditor to conduct a sunrise analysis on the proposed regulatory controls for members of condominium association boards of directors. RELATING TO THE LANDLORD-TENANT CODE. Establishes and appropriates funds for a pre-litigation mediation pilot program. Requires landlords to participate in mediation before filing an action for summary possession. Creates and appropriates funds for an emergency rent relief program to be made available to participants in the pre-litigation mediation pilot program. Sunsets 6/30/2025. Effective 6/30/3000. (HD2)

RELATING TO OHANA ZONES. Establishes one full-time equivalent (1.0 FTE) position within the Office of the Governor to be responsible for the deployment of the capital improvement funds appropriated by this Act. Appropriates funds for the ohana zones pilot program for expenses relating to operations, upkeep of facilities, provision of services, administrative costs, and the construction of facilities. Makes the ohana zones pilot program a government assistance program for purposes of a general excise tax exemption. Specifies that certain exemptions shall apply to the ohana zone construction. Effective 6/30/3000. (HD1)

RELATING TO KUPUNA HOUSING. Temporarily expands the State Rent Supplement Program specifically for qualified persons who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Requires the Hawaii Public Housing Authority to submit annual reports to the Legislature. Appropriates funds. Repeals 6/30/2026. Effective 6/30/3000. (HD1)

RELATING TO AFFORDABLE HOUSING ON HAWAIIAN HOME LANDS. Makes permanent the issuance of county affordable housing credits to the Department of Hawaiian Home Lands. Effective 6/30/3000. (HD1)

RELATING TO AFFORDABLE HOUSING. Allows a bank to invest, in aggregate, up to fifteen per cent of the bank's assets in limited partnerships, limited liability partnerships, limited liability companies, and corporations formed to invest in affordable housing residential properties with the approval of the commissioner of financial institutions. Authorizes a bank to apply to the commissioner to invest up to twenty per cent of the bank's assets. Specifies the circumstances in which a bank may make an investment with an after-the-fact notice and when a bank must submit an investment proposal to the commissioner. Effective 6/30/3000. (HD2)

RELATING TO HOUSING. Establishes the ninety-nine year leasehold pilot program to develop low-cost homes on state-owned and county-owned land in urban redevelopment sites to be sold in leasehold by the Hawaii Community Development Authority to qualified residents. Provides for the disposition of lands that are acquired by the Hawaii Community Development Authority but no longer needed for the pilot program. Appropriates funds. Repeals on 6/30/2030. Effective 6/30/3000. (HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Increases options to build affordable housing by allowing the Hawaii community development authority to conduct a pilot program to lease real property for one project in the Kakaako community development district for a term of ninety-nine years. Requires reports to legislature. Repeals 6/30/2122. Effective 6/30/3000. (HD2)

RELATING TO HEALTH. Establishes the offense of unlawful shipment of tobacco products. Includes electronic smoking devices and e-liquids under the definition of "tobacco products" for purposes of the cigarette tax and tobacco tax law. Beginning 1/1/2024, imposes an excise tax on each electronic smoking device or e-liquid sold, used, or possessed by a wholesaler or dealer. Increases the license and permit fees for wholesalers, dealers, and retailers. Repeals the electronic smoking device retailer registration unit under the department of the attorney general. Repeals provisions governing delivery sales. Effective 6/30/3000. (HD2)
