RELATING TO CONDOMINIUM RESERVE REQUIREMENTS. Authorizes a condominium association to provide a summary of the required information in its budget. Authorizes a condominium association's reserve study to forecast a loan or special assessment to fund life safety equipment or installations for any building located in a county with a population greater than five hundred thousand. Authorizes a condominium association to use a third party to conduct a reserves study on behalf of the condominium. Clarifies the information to be included in the description of how the estimated replacement reserves assessments are computed. Effective 7/1/2050. (HD1)

RELATING TO THE DEPARTMENT OF EDUCATION. Provides procurement exemptions for the department of education for certain goods, services, and construction. RELATING TO INFANT AND EARLY CHILDHOOD MENTAL HEALTH. Establishes the infant and early childhood mental health program within the department of health to provide and coordinate mental health services for children from birth up to age five. Appropriates funds for the establishment of the program, including one permanent full-time equivalent (1.0 FTE) position. Effective 7/1/2050. (HD1)

RELATING TO HEALTH. Requires DOH, DHS, and DOE to research rules, policies, and plan amendments necessary to ensure that medically necessary services, including applied behavior analysis services, for individuals twenty-six years of age or younger with neurodevelopmental disorders, including autism spectrum disorder and fetal alcohol spectrum disorders, are covered under the early and periodic screening, diagnostic, and treatment benefit; state special education services and programs; and the medicaid section 1915(c) home and community based waiver for individuals with intellectual and developmental disabilities. RELATING TO THE HAWAII COMMUNITY COLLEGE PROMISE PROGRAM. Exempts University of Hawaii community college students who are enrolled in certificate programs from the requirement to complete the Free Application for Federal Student Aid each academic year to be considered eligible for the Hawaii community college promise program. RELATING TO ELECTRONIC INFORMATION TECHNOLOGY ACCESSIBILITY FOR PERSONS WITH LIMITED ENGLISH PROFICIENCY. Requires the office of enterprise technology services, in consultation with the office of language access and a working group comprising stakeholders, to develop and publish, and periodically review and update, electronic information technology multilingual accessibility standards to be implemented by all state entities. Appropriates funds for one full-time equivalent (1.00 FTE) position. Effective 6/30/3000. (HD1)

RELATING TO THE KAIWI COAST. Requires the department of land and natural resources to petition the board of land and natural resources to designate certain lands as the "Kaiwi coast state park". Establishes certain conditions for the Kaiwi coast state park. Appropriates funds for the Kaiwi coast state park and Maunalua-Makapuu scenic byway improvements. Effective 6/30/3000. (HD2)

RELATING TO EMERGENCY MANAGEMENT. Clarifies that emergency management powers must be consistent with the state constitution. Clarifies the scope of the Comprehensive Emergency Management Plan. Clarifies the powers of the Governor and mayors to extend or terminate a state of emergency or local state of emergency, respectively. Delineates allowable uses of Major Disaster Fund moneys. Increases the amount of additional funds that may be made available for the purpose of matching federal disaster relief fund. Shortens the duration of price control periods from 96 hours to 72 hours. Defines "severe warning" to recognize that entities other than the National Weather Service may issue warnings that may require the activation of the emergency management system. Appropriates moneys to the Hawaii Emergency Management Agency for the planning and design of a new facility. Effective 6/30/3000. (HD1)

RELATING TO ENVIRONMENTAL PROTECTION. Prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains intentionally added perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions. RELATING TO GEOTHERMAL ROYALTIES. Establishes the geothermal energy resources development special fund. Requires annual reports to the Legislature. Requires that, for royalties from geothermal resources, thirty per cent be paid to the county where the geothermal mining operations are situated; thirty per cent be paid to the Department of Land and Natural Resources; twenty per cent be paid to the Office of Hawaiian Affairs; and twenty per cent be deposited into the geothermal energy resources development special fund. RELATING TO THE HAWAII PACIFIC HYDROGEN HUB. Requires the Department of Business, Economic Development, and Tourism to work with the University of Hawaii on workforce development activities that support the development of the Hawaii Pacific Hydrogen Hub and other related aspects of the State's hydrogen energy industry. Appropriates funds to the Department of Business, Economic Development, and Tourism for the Hawaii Pacific Hydrogen Hub. Effective 6/30/3000. (HD1)

Changes the governmental entity responsible for the administration of the Address Confidentiality Program from the Office of the Lieutenant Governor to the Department of Law Enforcement. Allows the Department of Law Enforcement to contract with a third party for the mail forwarding and acceptance of service of legal process aspects of the program. Appropriates funds for full-time equivalent positions, operating costs, and equipment to support the Department of Law Enforcement in administering the Address Confidentiality Program. RELATING TO STATE EMPLOYEES. Requires the Attorney General to defend professionally licensed or certified state employees from civil actions or proceedings, subject to certain circumstances. Establishes certain filing and hearing requirements for when the Attorney General refuses to defend a state employee. Requires that if the State refuses to defend a state employee from civil actions on certain grounds, that the State file a motion to be heard with the court. Effective 1/1/2050. (HD1)

RELATING TO COURT INTERPRETERS. Beginning in 2026 and every three years thereafter, requires the judiciary to conduct a study on interpreter fees. Requires the judiciary to increase the hourly fees, mileage reimbursement rate, and commuter-time compensation rate for court interpreters. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO FIREWORKS. Establishes the Illegal Fireworks Task Force within the Department of Law Enforcement to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control laws, and ensure the safety and security of facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires reports to the Legislature. Appropriates funds. Sunsets 6/30/2025. Effective 7/1/2050. (HD1)

RELATING TO LAW ENFORCEMENT REFORM. Requires any department or agency employing law enforcement officers to maintain publicly available policies on minimum standards on the use of force. Allows use of force policies and training to be introduced as evidence in proceedings. Requires law enforcement officers to report the use of excessive force by another law enforcement officer. Requires that law enforcement officers receive training designed to minimize the use of excessive force. Effective 1/1/2024. (HD1)

RELATING TO THE UNIFORM PROBATE CODE. Updates articles I through IV of the Uniform Probate Code to adjust for inflation, provide additional clarity, resolve issues that have arisen in probate practice, and address societal changes in familial relations. Effective 03/22/2075. (HD1)

RELATING TO THE FESTIVAL OF PACIFIC ARTS. Appropriates funds to the department of business, economic development, and tourism for the commission on the 13th festival of pacific arts and culture to plan for the festival of pacific arts and culture to be held in Honolulu from 6/6/2024 to 6/16/2024. Requires the department of business, economic development, and tourism to submit, prior to the release of the funds appropriated by this Act, a report detailing how previous state funds that were appropriated for the festival were expended and, no later than twenty days prior to each regular session until the funds appropriated by this Act are fully expended or lapse, a report on the Commission's expenses for the preceding year. Effective 6/30/3000. (HD1)
